GMP wishes to contract with one external organisation for the provision of Counselling for its staff as per the 2 following options.
Option 1: face to face counselling only, for referrals from the Occupational Health and Welfare Unit and also self-referrals for all GMP staff.
Option 2: information help-line, telephone advice and counselling, and face-to-face counselling for referrals and self-referrals as Option 1.

The contract being established by GMPA is based around their requirements, however the arrangements will be open to other police forces to participate. The total expenditure by GMP over the contract duration (4 years) is estimated to be in the region of 400 000 GBP. A further 5 000 000 GBP will be available for other police forces that may wish to utilise the contract arrangements. The spend on any subsequent contract awarded is not therefore expected to exceed 5 000 000 GBP. N.B. No values or volumes can be guaranteed. Excludes VAT.

Precise information on deadline(s) for lodging appeals: This Authority will incorporate a minimum 10 working day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before expiry of the standstill period. Such additional information should be requested by email to: procurement@gmp.police.uk. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).

Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order the settling aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may only award damages.
