Ofcom is tendering for the provision of longitudinal ethnographic-style video-based qualitative research services amongst children and young people.
Ofcom is looking to partner with a supplier who has experience of designing, implementing, managing and reporting ethnographic-style longitudinal qualitative studies with a strong emphasis on film and other techniques for capturing and reporting children’s digital media attitudes and behaviours.

The requirement is to provide longitudinal ethnographic-style video-based qualitative research services for up to 10 years, with a strong emphasis on film and other techniques for capturing and reporting children’s digital media attitudes and behaviours.

The proposed contract is expected to commence in April 2020, and will continue for up to 10 years, such period comprising an initial contract period of 5 years, with subsequent optional extension periods that can be exercised at Ofcom’s sole discretion, up to a maximum contract period of 10 years.

Ofcom will incorporate a standstill period of 10 days between the communication of the award decision to tenderers and entering into a contract with the successful tenderer.
Tenderers wishing to obtain further debriefing a minimum of 3 working days before the end of the standstill period must request it within 2 working days of the award decision being communicated to them.
This should be requested from the contact point indicated in Section I.1).
Where issues regarding the award cannot be resolved between Ofcom and the tenderer, the Public Contracts Regulations 2015 allow for appeals to be brought before the High Court of England and Wales.
Any such appeal must be brought promptly and in any event within 3 months.
