Description of the contract

The National Offender Management Service (NOMS) invites you to attend a ‘Scoping Workshop’ event at HMP Usk/Prescoed on the 6th July 2012. This event combines both briefing to, and consultation with, potential providers of education services for public sector prisons in Wales. The outcome of the workshop will help inform our consideration for the procurement of future services. As such, depending on the outcome, we would plan to quickly move to a procurement exercise to deliver offender education and learning services in the public sector prisons in Wales from April 2013. It is currently envisaged that a structured rollout of services would commence with HMP Usk/Prescoed in April 2013, HMP Swansea in August 2013 and then HMP Cardiff in January 2014. The total combined spend across all three prisons is just under £2.4m per annum. The procurement exercise will build upon the good in-house delivery of learning and skills to explore options and interest with potential providers that will allow us to continue to develop, innovate, reduce costs and add value over the coming years. We are genuinely seeking to work with partner organisations through a contracting process that ensures true consultation. The result could be contract(s) award that will bring in expertise in delivery that can also demonstrate directly, or through a supply chain, strong links with local communities in Wales to impact upon reducing re-offending. The requirement will be broken into lots to afford increased opportunity to smaller service providers and we will emphasise the localism agenda and commitment to work based learning in the tender documents. There will be two events delivered on the 6th of July at: Cilwrgi Farm, Coed-y-paen. Pontypool, NP4 0SZ at 10am – 12 noon and: 1.15pm – 3.15pm. To register for either the morning or the afternoon event please email: steve.mcgarvie@noms.gsi.gov.uk giving your name and the name of the organisation you will be representing. The numbers will be limited although we do not envisage capacity problems. We will ensure that all who apply will get the opportunity to attend this or other events prior to the launch of the procurement process. If you have any specific questions relating to this opportunity that you would like to be answered at the event please attach them to the e-mail. We would like to publish the names of all organisations and attendees to promote awareness and increase the opportunity for collaborative bids.
