2.2

Description of the goods or services required

Stirling Council have recently purchased (2) buildings in Castle Business Park. To maximise building efficiency we require to move an existing tenant currently in one of these properties into the first floor of Glendevon House. The works are to be project managed by Valad Development Management (UK) Ltd. Valad are the facilities management function of D.U.K.E Development Group (UK) ltd. D.U.K.E Development Group (UK) ltd. and Stirling Council form the joint venture company, Stirling Development Agency (SDA). Both organisations have been working together in joint venture for over 14 years developing sites in and around the Stirling area.

Office fit-out – create a new office for a tenant which provides a modern office fit-out within an open plan environment with ancillary management offices, meeting rooms, Comms room, kitchen and staff area as well as a main reception area. The relocation of the proposed tenant from their existing premises is also included within this contract.

3 Conditions for Participation

3.1

Minimum standards and qualification required

PQQ ASSESSMENT – Based on the information provided, proposals will be evaluated in accordance with the following methodology:

1st Evaluation Stage (Selection) – Pass/Fail Evaluation

The following are Pass/Fail criteria. If you do not achieve a Pass in all of the following sections you will be disqualified and will not progress to the second stage of the process.

Professional & Business Standing – Pass/Fail

Economic/Financial Standing – Pass/Fail

Discrimination – Pass/Fail

1st Evaluation Stage (Selection) – Ranked on Score Evaluation

The following are the criteria and sub-criteria against which completed PQQ’s will be evaluated. Applicants will be expected to achieve 70% of the total score available and the first 5 top ranked applicants will progress to the second stage of the process.

Applicants that do not achieve 70% will not progress to the second stage of the process unless the number of applicants achieving 70% is less than 5.

In this event, the first 5 top ranked applicants will progress to the second stage of the process even though they may have failed to achieve the required percentage of the total score available.

Criteria & Sub-Criteria

Technical Capability

Sub-Criteria 1 – Main Business Activities – 30% (90 Points)

Sub-Criteria 2 – Demonstration of Experience – 50% (150 Points)

Sub-Criteria 3 – References – 20% (60 Points)

 

2nd Evaluation Stage – TENDER

A Prior Overall Weighting model (POW) with a Price / Quality ratio of 70% Price / 30% Quality will be used to evaluate the tenders submitted by applicants selected from Stage 1 (PQQ) to progress to Stage 2 (TENDER) of the process.

The criteria used to evaluate Quality will be as detailed in the table below.

Quality Criteria – % of 100% (Max 300 Points)

 

Project Health and Safety – 10% (30 points)

Quality Management – 10% (30 points)

Environmental Management – 5% (15 points)

Method Statements – 75% (225 points)
