Day services offer older people a range of activities and support, helping people to continue to live in their own home or with their family or carer. Services aim to provide access to activities, care and support that enable older people to remain more resilient, active and involved in the community.
Day opportunities for older people are being developed to match a more personalised approach and to promote re-ablement. These will be linked in with community-based preventative services which will support people to maintain their independence and skills. The service will be delivered from community based venues, with some flexibility in opening hours to include at least some provision on one day of the weekend.
Day opportunities must provide a range of bespoke support services which have an enabling focus and also offer meaningful support for older people with high needs and those with dementia.

Description of these options: The initial contract period of 2 years may be extended, at the sole discretion of the Service Purchasers, an additional period or periods not exceeding three one year extensions in total.

Section III: Legal, economic, financial and technical information
Description of particular conditions: Drafted Terms and Conditions will be published in the Invitation to Tender.
Minimum level(s) of standards possibly required: To support the financial assessment the county Council will obtain a financial apraisal report from N2Check. The report provides the Council with an overall Risk Score which will be used to assess the applicants financial standing. If this information is not available from N2Check, a risk score will be calcualted as per the model detailed in the PQQ guidance. The risk score obtained for the organisation will be assessed against the criteria as detailed below:
Score of between 0 and 25 – fail.
Score of between 26 and 49 – pass – subject to provision of a suitable parent company guarentee or committement to provide a performance bond if/when deemed approapriate. If either one of these is unable EN Standard form 02 – Contract notice 7 / 17 to be provided, this will result in a ‘Fail’. Please note a financial appraisal (using the same financial appraisal evaluation process) will be carried out on the parent company to assess their suitability to act as guarentor.
The Service Purchaser will require the Service Provider to have the following levels of cover as a minimum:
Employers Liability Insurance – 10,000,000.00 GBP;
Public Liability Insurance – 10,000,000.00 GBP;
Professional Indemnity Insurance – 5,000,000.00 GBP.

Sustainability: The Council requires its suppliers to support its approach in proactively managing its Corporate Social Responsibility including the reduction of its carbon footprint, impact on the environment and use of natural resources, failure to do so will resolute in a ‘Fail’ unless the organisation can clearly demonstrate by providing written evidence that it has taken adequate actions to resolve and prevent the risk of re-occurrence Equalities: The Council has a legal duty to promote equal opportunities and ensure that all members of the community are treated fairly and equally. It is important o know that potential suppliers accept their legal duties in this area and will be able to manage staff appropriately, if they do not this will result in a ‘Fail’ unless the organisation can clearly demonstrate by providing written evidence that it has taken adequate actions to resolve and prevent the risk of re-occurrence Past Performance: requires organisations to declare whether or not it has been issued with Termination, Default Notice/s on any contracts held within the appropriate time period (3 years for supplies/services and 5 years for Works). This may result in a ‘Fail’ unless you can clearly demonstrate by providing written evidence where indicated that you have taken adequate actions to resolve and address the matter to prevent it re-occurring in future contracts Policies: requires organisation to confirm they have adequate policies in place or are willing to adopt those of Hampshire County Councils. Failure to answer ‘yes’ to either will result in a ‘Fail’. Health and Safety; If the Tenderer has been subject to any prosecutions, infringements, notices or other actions by the Health & Safety Executive, or other enforcing body such as Fire Service or Environmental Health, in respect of any breach or suspected breach by the Tenderer of health and safety or equivalent legislation, this will result in a ‘Fail’ unless information is provided on action taken to resolve the issue.
