The Welsh Ministers are inviting tenders, in line with this specification, to deliver the new One Stop Shop Service from January 2012 to the 31.12.2015, with the option to extend the contract by up to 2 years, subject to annual review.
This tender is split into 3 distinctive lots:
Lot 1 – One Stop Shop Service – All Wales.
The provision of a One Stop Shop service for existing SME’s and micro businesses in Wales. The service will include but not be limited to the following:
— Business brokerage service.
— One-to-one advice.
— Business events and workshops.
— International trade support.
— Business mentoring matching service.
— Information and guidance on procurement and winning contracts.
— Business information provision and signposting to relevant public, private or voluntary sector support.
The service will require close collaborative working to ensure regional distinctiveness and access to all services.
Lot 2 – Mentoring Co-ordination Service – All Wales.
Lot 3 – Workshop Content.

The aim of the One Stop Service is to provide a first class business support service that works collaboratively across the public, private and third sector and fully meets the needs of businesses including sourcing commercial services from the open market where appropriate for the business.
The One Stop Shop service will provide a clear, accessible route for all SMEs in Wales to access the right support at the right time in order to help businesses in Wales sustain themselves and grow.
In order to achieve this, the project has specified the following objectives:
— To collaboratively work across the public, private and third sector to ensure an improved and seamless business support provision to businesses in Wales.
— To provide a single framework for the provision of business support to SMEs in Wales.
— To recognise and nurture real growth potential through targeted support and continual assessment throughout the business lifecycle.
— To ensure the customer has clarity in the support available and accesses support appropriate for their needs whilst utilising the wider business support network within the private, public and third sectors.
— To improve the quality of delivery of business support activities across Wales through continual professional development of delivery staff and effective monitoring and evaluation frameworks.
— Provide a pan Wales model but with flexibility to take account of regional differences.
— To provide an innovative approach to general business support across Wales taking account of changes in the wider economy and business support needs.
— Deliver effective cross cutting support services in the fields of Equality and Diversity and Resource Efficiency.
— To proactively promote access and awareness of business support services in the public, private and 3rd sector.
Activities.
— To support businesses to tender for public sector contracts.
— Proactively encourage, facilitate and raise awareness of the capacity and capability of Welsh suppliers to supply both the public and private sectors.
— Raise awareness of tendering opportunities (direct public sector and Tier 1) through pro-actively working with buyers to understand their buying priorities and to share this information with businesses. Provide support to businesses to accommodate those priorities in their business proposals.
— Enhance tendering response capabilities of Welsh businesses (general, construction and social enterprises) by working with SMEs to develop their capacity to meet the requirements of major buyers, through workshops events and one to one support.
— Increase e-procurement skills to include but not exclusive to knowledge of www.sell2wales.co.uk, e-tendering, Supplier Qualification Information Database (SQUID), e-auctions, e-trading, purchase to pay.

— Raise awareness and facilitate opportunities for businesses to work on a collaborative basis with the potential to access larger contracts that they would be unable to achieve on their own; whether the contracts are in the private or public sector.
— Engage with public and private sector buyers to raise awareness of support provided to social enterprises regarding procurement activities.
— Provide procurement advice and guidance to WEFO funded organisations undertaking procurement activity that do not have access to in house procurement specialists.
— Raise awareness and support businesses who wish to collaborate and form consortiums to bid for contracts ensuring businesses understand the mechanisms of consortiums.
— Provide an effective business information service to SME’s in Wales.
— Provide high quality general business advice to SME’s including advice on business planning, marketing, financial planning, preparing them to make best use of professional services in the private sector.
— Provide advice on Resource efficiency, including waste, energy and water minimisation.
— Provide advice on recruitment, employability and equality and diversity to SME’s.
— Encourage and promote the benefits of international trade to SME’s through networking, events and direct support to businesses.

Lot No: 2 Lot title: Mentoring Co-ordination Service – All Wales

1)Short description

The Micro Business Task and Finish Group was established in September 2011, and following consultation recommended that the Welsh Government should:
— Develop a pan-Wales mentoring and coaching scheme.
The Mentoring Service will build on links made with existing mentoring organisations in Wales and the private sector to encourage the following organisations as a minimum to register mentors with the programme:
— Prince’s Charities in Wales;
— Federation of Small Businesses;
— John Lewis;
— Spindogs;
— Admiral Group;
— Welsh Government’s Dynamo role models;
— Previous mentees who have been assisted with the programme; and.
— High Growth Start-up companies who have been assisted through the programme.
The successful contractor will be expected to undertake a wider awareness and recruitment campaign to encourage individual mentors and mentoring organisations / programmes to register for the programme.

The Mentoring Co-ordinator will operate on a pan-Wales basis overseeing the Agents and acting as a point of contact for Welsh Government. The co-ordination function will undertake the following functions:
— Proactively develop networks with other organisations to source mentors;
— Prepare training handbook for Mentoring Agents and Administration Officer;
— Prepare induction workshop materials and handbook for mentors;
— Deliver induction workshops for mentors;
— Prepare handbook for mentees;
— Vet mentors until the Mentoring Agents have been recruited and trained;
— Deliver training to Mentoring Agents and Administration Officers;
— Deliver training to mentors as required over the contract period;
— Collate KPI’s and other information required by Welsh Government;
— Complaints handling and resolving;
— Marketing of the Mentoring Service. Welsh Government will promote the service nationally. The Co-ordinator will be expected to direct the promotion and marketing of the service at a more localised level e.g. attendance at key events, providing workshops and networking opportunities and promoting the service to other organisations offering voluntary mentoring utilising the Mentoring Agents;
— The Co-ordinator will be expected to work closely with the Mentoring Agents based in the OSS to market the services available;
— Update the Mentoring website;
— Carry out regular visits and audits at the OSS locations;
— Be the point of contact between Mentoring services and Welsh Government; and.
— Act as a contact point for the One Stop Shop strategic Board.
