The Onshore Underground Cable Framework will have two lots as described within section II.2.1). Mini-tenders will be carried out during the term of the framework, to determine the successful parties that will execute associated works per project.
This framework shall cover:
— Cable system and associated civil solution design,
— Cable manufacture and supply (including factory acceptance testing),
— Supply of all required accessories for the cable system (including but not limited to joints, earthing solutions or other termination solutions),
— Installation of the cable system (including but not limited to jointing, cable pulling, commissioning and installation of earthing solutions),
— Supply and installation of cable sealing end compounds which could include but is not limited to earth switches and surge arrestors,
— Site set-up, site management and site security,
— Associated civil works (including specialist works),
— Project and programme management including the role of CDM principle contractor.
For extra high, high, and medium voltage XLPE cable (including, but not limited to 400, 275, 132, 66, 33kV and 25kV phase to earth)
There may be an option to require decommissioning of existing cable systems, when installing replacement cable systems and installation only.
The relevant requirements will be described in full in the subsequent Pre Qualification Questionnaire (PQQ) and Invitation To Tender (ITT) documentation.

II.2.1)Total quantity or scope:

The Onshore Underground Cable Framework will have two lots as described below. Mini-tenders will be carried out during the term of the framework, to determine the successful parties that will execute associated works.
The total scope may include, but is not limited to:
The supply and installation of extra, high and medium voltage XLPE onshore underground cable systems (including, but not limited to 400, 275, 132, 66, 33kV and 25kV phase to earth) within England and Wales.
The provision of cable system and associated civil solution design. The contractor is required to provide a full design of a lowest total installed cost cable system, including full detail of civil solutions for an entire route of an undergrounding cable project for National Grid. This will include solution or solutions for obstacles of the defined route (not exclusively for roads, rail, rivers, and other geological constraints).
The manufacture, supply (including factory acceptance testing) of cable, and the supply of all required accessories for the cable system (including but not exclusively joints, earthing solutions, cable sealing end compounds or other termination solutions).
The installation of the cable system, including jointing, cable pulling, cable stabilisation back filling, protective solutions to laid cable, installation of sealing end, or other terminal solutions and earthing solutions.
Provision of site set-up (clearing grounds, installation of porter cabins, site fencing, car parking etc, site management, and site security, including the provision of any required traffic management solutions. Requirements will vary depending upon the specific requirements of each underground cable route.
Provision of civil works to install the cable system, this may include but is not limited to, ground works (trenching, ducting, trough installation), specialist civil works (horizontal direct drilling, thrust boring, cleating, cable bridges, etc), backfill and reinstatement of the site.
Provision of project and programme management, to ensure the successful installation of the underground cable system including the role of CDM principle contractor.
There may be an option to require decommissioning of existing cable systems, when installing replacement cable systems.
The successful contractors of the framework will be required mini tender for a number of underground cable projects that will vary in length of the cable installation, the type of cable, the installation method, the associated civil solutions, and complexity due to outage dates and third party interfaces.
National Grid has divided its requirement into Lots as follows.
Lot 1 Cable System Package.
Option 1 132kV and above XLPE underground cable (design, supply and installation or part of).
Option 2 Below 132 kV XLPE underground cable (design and supply, without installation (including, but not limited to 66, 33kV and 25kV phase to earth).
Lot 2 Civil Package.
Option 1 132kV and above XLPE underground cable (works, without installation).
Option 2 Below 132 kV XLPE underground cable (works, with installation (including, but not limited to 66, 33kV and 25kV phase to earth).
Option 3 Decommissioning of existing cable systems, when installing replacement cable systems.

Lot 1 Cable System Package.
Option 1 132kV and above XLPE underground cable (design, supply and installation or part of).
This lot includes but is not limited to:
— Cable system and associated civil solution design,
— Cable manufacture and supply (including factory acceptance testing),
— Supply of all required accessories for the cable system (including joints, earthing solutions, cable sealing end compounds or other termination solutions), including delivery to site of the cable route,
— Installation of the cable system (including jointing, cable pulling, commissioning, installation of earthing solutions and cable sealing end compounds),
— Associated prelimaries of set-up on site to install.
There may be, on a project by project basis, the requirement to split out the above activity. For instance, installation only or supply only.
Option 2 Below 132 kV XLPE underground cable (design and supply, without installation (including, but not limited to 66, 33kV and 25kV phase to earth))
This lot includes but is not limited to
— Cable system and associated civil solution design,
— Cable manufacture and supply (including factory acceptance testing),
— Supply of all required accessories for the cable system (including joints, earthing solutions, cable sealing end compounds or other termination solutions), including delivery to site of the cable route,
—- Associated prelimaries of set-up on site to install.
Contractors can show an interest for all or either option listed above.
Lot 2 Civil Package.
Option 1 132kV and above XLPE underground cable (works, without installation).
This lot includes but is not limited to:
— Civil works to establish the cable system this may include but is not limited to ground works (trenching, ducting, trough installation), specialist civil works (horizontal direct drilling, thrust boring, cleating, cable bridges, etc), backfill and reinstatement of the site.

Contractors can show an interest for all or either option listed above.
Cable Schemes.
There are a number of actual underground cable projects (works) that will be used to assess the bidding parties to ensure National Grids requirements are met. Relevant details will be provided within the PQQ and ITT documentation.
These projects may be awarded, as separate contracts after the award of the framework, and for clarity may not be mini tendered subsequently to determine the successful parties for these projects. Instead, the assessment of these projects (works) to determine the successful parties will be part of the framework assessment, relevant details will be provided within the PQQ and ITT documentation. Other projects (works) will be mini tendered after the award of framework.

National Grid reserves the right to require groupings of entities to take a particular form or require 1 party to undertake primary legal liability or to require that each party undertake joint and serveral liability.

The performance of the contract is subject to particular conditions: yes
Description of particular conditions: The terms and conditions will be advised in the ITT stage, however they are likely to follow NEC principles and / or bespoke with the relevant additions outlined.
The contract and any matters arising out of it shall be subject to English Law and the jurisdiction of English courts. In the case of partnerships, alliances, joint ventures, all parties who form part of the applicant, will be jointly and severally liable.
Framework Duration.
It is proposed that the framework will be for duration of up to 6 years, with split extensions, details are to be provided within the ITT documentation.
Mini Tender process.
Successful contractors who enter into the framework will be required to submit proposals for specific projects (works) via mini tenders. The cable system and civil packages shall be mini tendered separately.
Contracting Strategy.
It is intended that under this framework, the successful cable system package contractors will be required to novate their contract with National Grid to the successful civil package contractor. In order to be successful party to the framework, both the cable system and civil package contractors shall accept the novation process of the cable system contract.
National Grid may choose to change the novation contracting strategy to main contactor with subcontracting, clarity of the contracting strategy will be provided within the ITT documentation.

In reference to section I.3), some of the projects will be on behalf of other contracting parties, i.e the underground cable works will be in association to customer connections. For these projects, details shall be provided within the PQQ.
In reference to section II.1.4), details of the number of participants of the framework shall be detailed within the ITT documentation.
Applicants that have submitted an expression of interest (EOI) will be invited to a pre qualification stage, in which details of current capability will be tested through the provision of extensive pre qualification evidence. Suppliers shall be sent a PQQ by National Grid. Interested parties must provide all information requested in the PQQ.
National Grid reserve the right to reject any applicants from further consideration where information so requested is not provided by the deadline for receipt of the PQQ.
National Grid shall evaluate supplier responses based on the criteria detailed in the PQQ and shortlist for the ITT stage.
On successfully progression through pre qualification, award criteria will be stated in the tender documentation.
National Grid reserves the right to disqualify an applicant who provides information which later proves to be incorrect.
National Grid reserves the right to annul the tendering process and not award for any or part of the works detailed.
