Description of the contract

1.1 The UK Government is a founding member of the OGP, which was launched in September 2011. It is a multilateral initiative that aims to secure concrete commitments from governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance. Currently the OGP has a membership of 59 countries who meet the eligibility criteria and have made, or are in the process of making, tangible commitments to open government. These countries are demonstrating that they are serious about delivering change which has lasting positive impacts on their citizens. The UK became lead co-Chair of the OGP in September 2012, a responsibility that it holds until November 2013. During the same period, Indonesia is the support-chair. 1.2 The Summit is the annual OGP conference. Taking place 31 October-1 November 2013, it will showcase the culmination of the UK’s activities as co-Chair the handover to Indonesia as the new lead co-Chair, and from Indonesia to Mexico as the new support co-Chair. The UK has stated it wants to deliver four main ambitions during its term as Chair, which should be reflected in the annual conference They are: 1.2.1 To demonstrate that transparency and participation drive economic growth, well-being and prosperity through efficient use of resources, citizen engagement and inclusive development 1.2.2 To secure the foundations of the OGP as a globally recognised and respected international initiative 1.2.3 To explore new effective mechanisms to communicate the opportunities that open government provides 1.2.4 To build on the unique working relationship between participating governments and civil society organisations that is a fundamental facet of the OGP 1.3 The legacy that the UK intends to leave as co-Chair is to establish the OGP as pivotal in transforming societies around the world. It also intends for the OGP initiative to drive global prosperity and economic and social growth at home by giving greater traction to domestic reforms. 1.4 The UK Summit is to be held in the Queen Elizabeth II Conference Centre and is expecting to host around 1500 delegates, comprising Heads of State, Ministers, Government Officials, members of civil society organisations, private sector companies, diplomats, international organisations, academics and journalists.
