The Council is tendering the operation, cleaning and maintenance of the remaining portion of its public toilet stock and some where local councils have taken on their responsibility – approximately 66 toilet blocks. Being a predominantly rural and also coastal county the public toilets are situated in a variety of different locations, some of them in remote areas. As well as providing facilities in the major towns of Pembrokeshire there are many lining the coast to serve a busy tourist market in the holiday seasons.
On award of contract the successful company will take on the operation, cleaning and maintenance of the public toilets and be expected to cover all actual running costs. They will also commit to a level of investment in some of the public toilet stock in order to reduce operational costs over the term of the contract.
The successful tenderer will have the option to introduce charging facilities in public toilets where a business case proves there is income that can be realised.
Full survey information on the public toilets will be issued in the tender package.
Our initial view is that there are likely to be TUPE implications attached to this tender. Full detail will be provided at tender stage.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
