The Employer shall provide 5 items of Plant to the Supplier(s) who will assume responsibility for the operation and maintenance of the items of plant for the Term of the Agreement and who will make sure the items of Plant are available for every planned Service. This includes operation of the trains, repairs, daily maintenance, transit services, component services, planned preventative maintenance, planned overhauls, work arising, provision of facilities to undertake maintenance and overhaul activities, management of spare parts, provision of technical expertise, provision of competent operators and maintainers. The supplier(s) shall also be required to supply, operate and maintain one corrective, plain line rail grinder (a turnkey service). The appointed supplier(s) will be required to provide UK national route knowledge to undertake these services. The duration of this contract is 3 years plus two, one yearly extension options.

Parties whom are invited to participate within the tender are required to submit compliant bids but they may also submit variant bids should they wish. Variant bids shall be evaluated in accordance with the published tender evaluation criteria and Network Rail reserves the right not to accept any variant bid. The tender pricing model shall be used to price any variant bid. The variant bid must comply with all minimum standards applicable and must meet all performance requirements stated in the technical specification.
