Blackpool Council recently secured public sector funding to enable it to acquire a number of key assets in the resort, including the Winter Gardens, and to undertake a focused programme of capital investment in those assets as part of a wider regeneration strategy.

Blackpool is Britain’s most visited resort and tourism remains a key driver of its economy. Its national significance is associated with its iconic assets, one of the most significant of which is the Winter Gardens, which currently attracts approximately 340,000 visitors per year.
The Contracting Authority is looking for an operator to work with them to manage the Winter Gardens complex and specific sites within the Winter Gardens and to bring to the Winter Gardens world class international events which are complimentary to the resort’s family entertainment offering.
The Contracting Authority intends to use the procurement to identify the proposals which best meet its aspirations for the Winter Gardens in terms of the track record of the operator in successfully operating world class venues, conferences and events, the creativity and ambition in the proposals put forward and the contribution of these to the overall regeneration of the resort.
The Contracting Authority envisages that a Management Agreement will be entered into for a period of 2 years plus a potential extension for 1 + 1 years (subject to satisfactory performance). Under the Management Agreement the Contracting Authority would require the operator to pay for the right to operate the Winter Gardens. The Contracting Authority would expect to benefit from some form of joint incentivisation arrangement with the operator.

If applying on behalf of a consortium all names must be submitted. Any contract will be entered into with the nominated lead organisation and all members of the consortium, who will in these circumstances each be required to execute said contract together with all ancillary documentation, evidencing their joint and severally liability in respect of the obligations and liabilities of the contract.
