In tandem with delivering our services to the arts sector, we are required to reduce our administration costs by up to 50% by 2013/14. Consequently, we are undertaking an organisation review to identify and implement required changes to all aspects of our operating model. This scale of reduction cannot be achieved by looking for piecemeal savings and requires Arts Council to think innovatively and radically about its future: taking a ‘blank sheet’ approach to designing a new organisation capable of delivering its vision. The organisation review is being led by a full-time programme director, supported by a small team and reporting directly to our Chief Executive. We have made the decision to manage this process internally and our Directors and Senior Managers – around 100 people – have been tasked with leading the development of evidence-based options for the new operating model. To achieve the required outcome, they are working in 7 cohorts, with each cohort focusing on a specific and defined organisational challenge. The cohorts are expected to finalise and present their options by end March 2012. Our Directors and Senior Managers face the difficulty of having to balance their commitments to their cohort with the demands of their ‘business as usual’ priorities. For this reason, we wish to appoint an external subject matter expert to support them in the gathering and analysing of evidence and the development of options for our future operating model. In addition, the individual appointed will be an objective ‘critical friend’, tasked with helping the cohorts define the scope of their work, challenge their thinking and build their hypotheses. The cohorts will decide for themselves how they go about completing their assigned tasks and to what extent they wish to draw on the additional support available. The organisation review programme team is responsible for coordinating the work across all the cohorts and for assessing and aligning proposed options. The team will also utilise the subject matter expert to support this activity through to May 2012. The individual or organisation appointed must have a strong track record in designing and implementing business process changes; in programme management; and in mentoring and coaching teams responsible for managing change. They must have significant hands-on experience of making major change happen in both private and public sector organisations, with a good working knowledge of all aspects of change, including: stakeholder management; visioning and strategy development; designing key performance indicators; restructuring; developing performance management processes; and implementing culture change. They must have operated successfully at Board and senior executive levels. They must also be available to start work in early January.
