It is envisaged that this will require consultancy from an Academic/Further Education organisation to be onsite at the SPSC from July 2014 onwards working with Organisational Staff to design, map and develop a qualification route. During this time the service providers will provide reports and toolkits as specified and ultimately work with SPS to deliver a clear and viable qualification route for presentation.

Description of the goods or services requiredThe Scottish Prison Service has undertaken an Organisational Review, aimed at ensuring that the SPS has the systems, structures and skills to take on the demands of a more closely integrated, efficient and effective Justice system, and that it plays its part in delivering the Strategy for Justice in Scotland. The Organisational Review also recognises that SPS people are the organisations most valuable asset and that these staff will require new skills to deliver our New Vision. Priority has therefore been placed on developing an SPS People Strategy which is informed by the context within which SPS staff work, including the Scottish Government framework, SPS Corporate and Delivery Plans, as well as the delivery of the outcomes of the Organisational Review. The SPS People Strategy will clearly put staff engagement, professional development and cultural change at the forefront of SPS continued success as an organisation and will develop a different, more professional way of working. As part of this SPS wishes to tender for services to review and assess current delivery practices, training, outline several delivery options and design a suitable qualification for the Professionalisation of Prison Officers. It is envisaged that this will require consultancy from an Academic/Further Education organisation to be onsite at the SPSC from July 2014 onwards working with Organisational Staff to design, map and develop a qualification route. During this time the service providers will provide reports and toolkits as specified and ultimately work with SPS to deliver a clear and viable qualification route for presentation, in the first instance, to the SPS Board in September 2014 and then staff at the SPS Annual Conference in November 2014.
