Description of the contract

Outdoor Advertising Agency Services. The contract is expected to commence on Monday 5th November 2012 for a period of 2 years. The estimated contract value is 100,000GBP. The successful service provider, in the course of their provision of this contract, will be expected to carry out the following: • Survey and select appropriate, council-owned sites within the borough. • Design the installations that would be appropriate in each location. • Make pre-application enquiries with the Planning Service and subsequent planning applications. • Market the sites via a tender process and agree heads of terms for the letting of them. • Report to the Council as a client throughout this process. • Act on behalf of the Council in remarketing outdoor advertising sites when leases expire.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs).However, any selection of tenderers will be based solely on the criteria set out for the procurement,and the contract will be awarded on the basis of the most economically advantageous tender. Organisations wishing to be considered for selection to tender are required to complete a pre-qualifying questionnaire (PQQ), which should be obtained from Jessica Shepherd either by email at JShepherd1@wandsworth.gov.uk or by telephone 020 8871 5264 or by post from Wandsworth Council, Wandsworth Town Hall, Wandsworth High Street, London, SW18 2PU. Completed PQQs, along with any supporting documentation must be submitted by 12.00 Noon on Friday 17th August 2012. Late submissions may not be considered. Selection for inclusion within the tender list will be based on responses provided within the PQQ including the following criteria: 1. Evidence of economic and financial standing in respect of viability to perform the contract requirements as outlined within the PQQ; 2. Evidence of the following insurance level: Public Liability to a minimum of 5,000,000GBP (five million pounds) per occurrence, Employers Liability to a minimum of 10,000,000GBP (ten million pounds) and Professional Indemnity to a minimum of 5,000,000GBP (five million pounds) or a statement that these will be obtained if awarded the contract; 3. Evidence of Technical and Professional Capacity and Ability, including: a. Satisfactory evidence of at least three-years’ relevant experience of delivering similar contracts to the Council’s requirements; b. Satisfactory evidence of the ability to deliver to the contract standard drawn from referees; c. Satisfactory evidence of the professional and technical qualifications and experience of the individuals assigned to deliver the contract requirements; 4. Satisfactory evidence of a sound record of quality standards and sound policies including but not limited to health and safety, conflicts of interest, and equal opportunities. It is intended to restrict the tender list to a maximum of 6 companies. If more than 6 companies fulfil the criteria for selection, those scoring the highest number of points on the evaluation criteria will be invited to tender. The award of the contract will be based on the most economically advantageous tender. This will be assessed with weightings of 70% for price and 30% for non-price considerations. Applicants are advised that references will be obtained in writing from three referees. It is the applicant’s responsibility to ensure that their referees respond within the time scale.
