Description of the goods or services required

Comhairle nan Eilean Siar (the Comhairle) is the local authority for the Outer Hebrides. The Comhairle, and other partners, are exploring the creation of a vehicle to allow the Outer Hebrides community to purchase energy from local generators. The ultimate objective is the supply of local energy to local customers through the creation of a community owned Energy Supply Company (ESCO), or similar vehicle. This would allow electricity to be retailed to the local market at a competitive price, and bring additional benefits to the local economy and community-owned generators.

The Comhairle wishes to procure the services of a suitably skilled and experienced advisor to support engagement with license suppliers, in order to investigate three options for local supply:

– Sleeved supply contracts, with aggregation

– Class A and C License Exempt Supply

– License Lite

Consultancy support is required over a short, but intensive period, from May to July 2014. Following this, the Comhairle, as lead partner, should be in a position to make an informed decision about the route to market, including: licensing arrangements and the relationship with generators, domestic and commercial customers. Initial contact will have been established with a number of prospective licensed supply partners and the Comhairle should be in a position to tender for licensed supplier partner services.
