Devon County Council is seeking expressions of interest from parties who are interested in providing a county wide Outreach Library Service. The provider will work in collaboration with Devon Libraries to provide a library service to clients who are housebound or live in residential accommodation due to illness, disability or other personal circumstances.
The county wide Outreach Library Service contract will incorporate three separate services presently delivered to :
600 Home Library Service clients (currently delivered by Women’s Royal Voluntary Service (WRVS) volunteers)
775 Talking Books Service clients (currently delivered by Royal National Institute of Blind People (RNIB))
A Residential Homes Service to 300 residential homes (currently delivered directly by Devon Libraries)
The service aims to place the power of reading into the hands of those to support entertainment and mental stimulation. For people who may be isolated in their daily life, the Outreach Library Service is an essential link to the wider world. A shared experience of reading and social contact promotes good health and positive well-being. Access to a wide range of fact and fiction provides a rich imaginative experience much valued by our existing clients.
Approx.400,000 items of stock are delivered annually. These items include Large Print books and Talking Books in CD, MP3, and Playaway formats. The clients mostly request fiction but some non-fiction titles are welcome, particularly illustrated books for residential homes. Formats are changing rapidly and in future Devon Libraries expects to provide e-books and e-audio to an increasing number of people in all settings.
There is an expectation that the take up of the outreach service will, in future, be substantially increased through improved promotion and marketing.
