Description of the contract
In the “Reforming Care and Support White Paper” 2011 (White Paper), the Government made a commitment to “explore the development of a ‘Personal Assistant (PA) Index’ to facilitate clear and transparent comparison of PA services that are available. The aim is to improve the capability of the care workforce by using an index as a benchmark for those who need care and support to be able to make personal and informed choices regarding their own care. The access to personal budgets for service users has grown significantly in the last few years, (38% since 2010/11). The demand for PAs has increased as people take control of their own care and support needs and thus more information is required about options available. By initiating a Scoping Study the aim is to establish whether a PA index could benefit service users and the sector as a whole and make recommendations on that basis. The main aim of the Scoping Study is to assess whether there is a need for a PA index – the consequential aim of which would be a product that facilitates clear and transparent comparisons of PA services.
