The contracting authority is seeking to let an initial 5 year contract with an option to extend, at the contracting authority’s sole discretion, for an additional period of up to 2 years (total 7 years).
The contracting authority will explore proposals (at dialogue stage) that deliver its social, economic and environmental sustainability objectives and in addition contract performance conditions may relate to social, economic and environmental considerations.
All tender costs and liabilities incurred by bidders shall be the sole responsibility of bidders.
The contracting authority reserves the right to award the contract in whole or in part.

In essence, the solution could potentially be used by any current and future public bodies and authorities operating in Wales or exercising functions in relation to Wales, and which (a) are answerable to or funded by the Welsh Ministers or the National Assembly for Wales or (b) are created by a Measure or Act of the National Assembly for Wales or by the Welsh Ministers in exercise of their powers. This flexibility is required in order to respond to potential changes in the devolution settlement in Wales.
