Parking enforcement services. Bristol City Council is seeking to establish a new 2 year contract, with a possible one year extension, for a fixed unattended enforcement system. The contract involves the supply, installation and maintenance of up to 10, Department for Transport approved, fixed camera devices, together with the equivalent evidence review capacity and interface to Bristol City Council’s existing notice processing system. The system will be used to support the civil enforcement of Bristol City Council decriminalised parking and moving vehicle legislation.

Information and formalities necessary for evaluating if the requirements are met: In accordance with Regulation 24 of the Public Contracts Regulations 2006 and as set out in pre-qualification questionnaire and selection criteria.
Minimum level(s) of standards possibly required: The organisation must be able to demonstrate by way of its financial resource that it represents an acceptable degree of risk appropriate for this project. The purpose of the Council’s assessment of an applicant’s economic and financial capability is to assess whether it can have confidence in the applicant’s ability to perform the contract. To this end the Council will undertake an overall assessment of information supplied as requested in the pre-qualification questionnaire but the Council will not and does not apply specific ratios in the sense that failure to meet a specified level for one ratio would result in automatic elimination. If one or more ratios give cause for concern an assessment will be made of any balancing factors to determine if on balance the risk of contracting with the organisation would be unacceptable. The applicants must also be able to demonstrate the availability of financial resources appropriate to such a contract taking into account its value, duration and the level if investment required. The applicant must agree within the pre-qualification questionnaire to have Public liability insurance of 5 000 000 GBP and employers liability insurance cover of 10 000 000 GBP before the signing and the completion of any contract. Applicants must provide a minimum of 2 years full sets of accounts for their and any parent company.
