Objective criteria for choosing the limited number of candidates: Organisations wishing to be considered for selection to tender are required to complete a pre-qualifying questionnaire (PQQ), which should be obtained from Simon Cooper-Grundy either by e-mail at scooper-grundy@wandsworth.gov.uk or by telephone on +44 2088718117 or by post from Simon Cooper-Grundy, Chief Parks Officer, Environment and Community Services Department, The Parks Office, Battersea Park, Albert Bridge Road, London SW11 4NJ, UNITED KINGDOM.

Completed PQQs, along with any supporting documentation must be submitted by 12 noon on Tuesday, 10.4.2012. Late submissions may not be considered.
Selection for inclusion within the tender list will be based on responses provided within the PQQ including the following criteria:
1. Satisfactory evidence of at least 3 years relevant experience of providing similar services to those required by the council;
2. Satisfactory evidence of the ability to deliver to the contract standard drawn from referees;
3. Satisfactory evidence of the professional and technical qualifications and experience of the individuals assigned to deliver the service(s). This includes, where relevant to the particular contract, evidence of recognised accreditations in respect of grave digging, tree maintenance operations and chemical control operations;
4. Evidence of economic and financial standing in respect of viability to perform the services and suitable insurance cover. (Public Liability to a minimum of 5 000 000 GBP (five million pounds) per occurrence, employers liability to a minimum of 10 000 000 GBP (ten million pounds), or a statement that these will be obtained if awarded the contract;
5. Satisfactory evidence of a sound record of quality standards including complaint handling; and sound policies as required including health and safety and equalities.
It is intended to restrict the tender list to a maximum of 6 companies for each of the lots. If more than six companies fulfil the criteria for selection to tender for either lot, those scoring the highest number of points on the reference evaluation criteria will be invited to tender.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
The award of each lot will be based on the most economically advantageous tender (MEAT). This will be assessed with weightings of 80 % for price and 20 % for quality considerations; detailed evaluation criteria will be included within the invitation to tender. The Council will invite tenderers to set out what discount, if any, they would offer in the event that they were awarded either any 2 or all 3 of the lots.
Applicants are advised that references will be obtained in writing from three referees. It is the applicant’s responsibility to ensure that their referees respond within the time scale.
