Section III: Legal, economic, financial and technical information
Description of particular conditions: The contractor and its supply chain will be required to actively paticipate in the acheivment of social and/or environmental policy objectives relating to recruitment and training supply chain iniatives. Accordingly, certain of the contract performance conditions may relate to social and environmental considerations.
In accordance with Articles 45 to 50 of Directive 2004/18/EC and Regulations 23 to 25 of the Public Contracts Regulations 2006 and as set out in the prequalification (“PQQ”).

The Framework will initially be used by East Sussex County Council and Wealden District Council, however it may also be used by the following other public bodies:
Brighton and Hove City Council;
Eastbourne Borough Council;
Hastings Borough Council;
Lewes District Council;
Rother District Council;
Surrey Councty Council;
Sussex Police;
East Sussex Fire and Rescure Service.
The contract will commence on 1.4.2014 for an initial three year period, with an option to extend for one year at the discretion of the Council.
The tender will follow a two stage process – which will comprise of a pre-qualification questionnaire (PQQ), following which, shortlisted suppliers will be invited to submit bids via an Invitation to Tender (ITT) process. Tenderers will be selected on the basis of their scores at the Pre-Qualification stage.
The maximum number of companies that East Sussex County Council intends to invite to tender for this contract is six. These companies will be selected on the basis of their scores at the Pre-Qualification stage.
The Council will action this tender electronically through an electronic tendering system called SE Shared Services details of which can be found below. No hard copy returns will be accepted.
Completed PQQ documents should be uploaded via the SE Shared Services website which will then be sent to a secure tender box. (Details below)
The closing date and time for submission of PQQ responses is Tuesday 10.12.2013 at 15:00 pm.
