The Trust requires a pathology courier service to provide the collection of pathological samples with simultaneous delivery of mail, reports, parcels etc. primarily to all GP surgeries and health centres in the London Boroughs of Brent and Harrow on a daily basis with some journeys to other locations in Ealing. There is potential that the courier service may be extended beyond the current geographical boundaries during the life of the Contract. There is a current provider of the service and TUPE may apply.

Management structure and the location of the office from which the service(s) will be provided.
Demonstration that a robust service can be delivered within the London Boroughs of Brent, Harrow and neighbouring Boroughs.
Details of any quality/H&S/transport accreditations held that will ensure good quality and health & safety in respect of transporting medical specimens/samples.
A list of all driver training that will be provided in respect the transportation of pathology samples/specimens.

Objective criteria for choosing the limited number of candidates: The evaluation criteria for the expression of interests received will be previous pathology courier experience (weighting of 40), management structure and demonstration of ability to provide a courier service to Brent, Harrow and neighbouring boroughs (weighting of 30), technical capacity – quality, H&S and training (weighting of 20), economic and financial capacity (weighting of 10). An independent financial assessment may be obtained and if there is found to be a risk of business failure the Trust reserves the right preclude any supplier from being shortlisted to tender.

No pre qualification questionnaire will be issued. The shortlisted contractors will be selected from the information given in response to Section III.2) Conditions for participation.
The evaluation criteria for the expression of interests received will be as detailed in Section IV.1.2.
All expressions of interest must be provided in hard copy (not fax or e-mail) by the closing date specified in this contract notice. There are no other documents or specifications available prior to the issue of the invitation to tender.
The contract(s) may be subject to an extension of period(s) of up to a total extension of 2 years beyond the contract end date.

Precise information on deadline(s) for lodging appeals: The Trust will incorporate a 10 calendar day standstill period at the point that the award of contract is notified to the tenderers. This period allows unsuccessful tenderers to seek an additional debriefing from the Trust before the Contract is entered into (this is addition to the debrief on your submission, even if successful, that is offered under the Public Contract Regulations). Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days prior to the end of the standstill period.
