Basildon and Thurrock University Hospitals NHS Foundation Trust (BTUH) and Southend University Hospital NHS Foundation Trust (SUH) seek a contractor to support its integrated pathology service – the South Essex Pathology Service (SEPS) to help deliver Hospital and Community Pathology Services to a number of clients in the East of England.
SEPS is being set up as a contractual joint venture between BTUH and SUH, and has a highly skilled team with the expertise to deliver the Pathology Service. BTUH and SUH seek a contractor to bring commercial expertise and financial investment to provide the infrastructure and take responsibility for a range of supporting activities and functions which may include:
— the development of a pathology hub laboratory in a warehouse,
— procurement and implementation of pathology IT systems,
— logistics – to enable the smooth flow of pathology specimens from multiple collection points throughout the East of England to the laboratory,
— marketing,
— supply chain management – to ensure the efficient provisions and delivery of equipment and consumables,
— service transformation.
We are seeking expressions of interest from organisations who are interested in providing the infrastructure and support services listed above to allow SEPS to deliver a pathology service to clients in the East of England.

BTUH and SUH are to be invited to tender to deliver pathology services over locations yet to be decided across Essex and Suffolk. Depending on the locations that BTUH / SUH secure a contract for, pathology activity will be in the range of 13.64 million to 23.43 million tests per year. Initial analysis by BTUH / SUH suggests that providing a service for the maximum volume will require a warehouse of 2 000 square metres. The size of any contract resulting from the procurement exercise is subject to the size of contract awarded to BTUH / SUH. If BTUH / SUH do not secure the contract for the provision of pathology services, this procurement to secure an independent sector partner will be stopped. The estimated date for the award of the pathology services contract that BTUH/SUH are currently tendering for is late April/May 2012. Therefore, BTUH/SUH would not be in a position to award a contract resulting from this tender exercise until after this date.
