Description of the contract

This contract is for work on a National Audit Office (NAO) value for money (VFM) study examining the experience of using payment by results (PbR) to deliver public services. We are seeking to engage a recognised expert in PbR to carry out some of our fieldwork and to help us develop our analytical framework of criteria for evaluating PbR schemes. The required work comprises: a literature review of key UK government documents and expert publications on PbR; international and private sector comparisons on the use of PbR; and review/development of our analytical framework of PbR evaluative criteria. The contracted work is to be completed by 19 December 2014.
