1)Short description
The Housing Executive is committed to offering varied and convenient ways for our customers to pay all charges for the services we provide, enabling us to update customer accounts on a daily basis. In addition to payments received directly by the Housing Executive, we currently procure collection services from a number of 3rd party providers.
This lot requires the provision of a facility for our various customers to pay for services at convenient local outlets using a payment card.
The Housing Executive requires an extensive network of local outlets throughout Northern Ireland to enable our customers to make payment for the following charges:
— Rent and rates,
— District heating charges,
— Leaseholder charges,
— Legal payments,
— Repair charges and payments for damages,
— Housing Benefit overpayments,
— Hostel temporary accommodation charges,
— Bar-Coded Invoices,
— And any others as required,

Item 1 — Mobile Payment APP
The Housing Executive requires the development of a Mobile Telephone Payment App service to enable our customers to make payment of the following charges within a safe and secure environment:
— Rent and rates
— District heating charges
— Leaseholder charges
— Legal payments
— Repair charges and payments for damages
— Housing Benefit overpayments
— Hostel temporary accommodation charges
— Bar-Coded Invoices
— And any others as required.
Items 2 — Text Payment Service
The Housing Executive provides customers with the facility to make payment by credit/debit card via the internet using the current service provider’s facilities. The Housing Executive in a continued effort to offer various methods of payment to our customers wish to put in place a Text Payment service which provides the Housing Executive customers with the flexibility to make payments at any time over their mobile phone.
Please note tenderers must be able to provide both items within this lot.

The Housing Executive requires an automated telephone service for collection of

Item 2 — Managed debit/credit card payment facility
The Housing Executive requires a hosted debit/credit card payment facility to allow our staff to receive a debit/credit card payment.
Item 3 — Managed Direct Debit Service
The Housing executive requires a managed direct debit service allowing for both paperless and paper based set-up.
It is intended to use the direct debit facility in our new Housing Management System to provide the direct debit facility for rent & service charge payments. It is intended to use the managed service for all other direct debits.
