Merseyside Police require a service for a payroll provider responsible for the running of three monthly main payrolls: one payroll comprising of police officers (approx 4 250 employees): one payroll comprising of chief officers (approx 7 employees) and one payroll comprising of police staff plus taxable and non taxable allowances and expenses for special constables, forensic medical examiners, independent custody visitors, police staff volunteers and band members (approx 3 810 employees).
The services are to include IT software and hardware provision and operations, including development of new systems, where necessary.
The contract term will be either:
—·An initial period of 3 years. There will be the option to extend the contract for a further 5 periods of 12 months at the discretion of the Authority with the agreement of the Contractor.
or
— An initial period of 5 years. There will be the option to extend the contract for a further 3 periods of 12 months at the discretion of the Authority with the agreement of the Contractor.
This will be subject to:
—·all parties agreeing,
—·the price being acceptable,
—·the satisfactory performance of the contractor as agreed by the authority,
—·the services still being required.

Precise information on deadline(s) for lodging appeals: Merseyside Police Authority will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
