Lot 1: Luton & Dunstable Hospital NHS foundation trust outsourced payroll.

Lot 4: the provision of payroll & HR software / software development.
Lot 5: the provision of human resouces management services & solutions.
Lot 6: the provision of payroll & HR consultancy services.
Health Trust Europe LLP, acting as agent for the University Hospitals of Coventry and Warwickshire NHS Trust (“UHCW”) wishes to establish a framework agreement for payroll management services, software and human resources solutions. The public sector bodies to whom the use of this contract / framework agreement will be open include, in particular, the following in the United Kingdom and their respective statutory successors and organisations created as a result of re-organisations or organisational changes, and any private sector entities having similar procurement needs.

The provision of payroll management, software development, human resources & consultancy solutions.
The framework scope will include software / online based processing of weekly & monthly payrolls, printing / electronic supply of pay advice notes and ancillary documents for the following lots;
Lot 1: the provision of payroll management services for Luton & Dunstable Hospitals NHS foundation trust.
Lot 2: the provision of ESR compatible payroll management services & solutions.
Lot 3: the provision of payroll management services & solutions (non-ESR compatible).
The framework requires providers to make payments by BACs and provide a help-desk facility and suitable back-up facilities to cater for customer requirements, which may include back-up and disaster recovery facilities, a secure environment for system access, training / information on solutions and a robust system to ensure efficient on time services.
The framework shall also include the folowing 2 lots;
Lot 4: the provision of payroll & HR software / software development.
Lot 5: the provision of human resouces management services & solutions.
Lot 6: the provision of payroll & HR consultancy services.
This framework will be available to all bodies listed in Section II.1.5.

Information and formalities necessary for evaluating if the requirements are met: Any supplier may be disqualified who:
(a) is bankrupt or is being wound up, where his affairs are being administered by the court, where he has entered into an arrangement with creditors, where he has suspended business activities or is in any analogous situation arising from a similar procedure under national laws and regulations;
(b) is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up or administration by the court or of an arrangement with creditors or of any other similar proceedings under national laws and regulations;
(c) has been convicted by a judgment which has the force of res judicata in accordance with the legal provisions of the country of any offence concerning his professional conduct;
(d) has been guilty of grave professional misconduct proven by any means which the contracting authorities can demonstrate;

(i) has been the subject of a conviction for corruption, as defined in Article 3 of the Council Act of 26.5.1972 and Article 3(1) of Council Joint Action 98/742/JHA3 respectively;
(j) has been the subject of a conviction for fraud within the meaning of Article 1 of the convention relating to the protection of the financial interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10.6.1991 on prevention of the use of the financial system for the purpose of money laundering. A list of the principal deliveries affected or the main services provided in the past 3 years, with the sums, dates and recipients, whether public or private, involved. Evidence of delivery and services provided shall be given:

The contract as defined in this notice will be entered into by UHCW (and the Supplier(s)) acting as a central purchasing body on behalf of the NHS and other contracting authorities as identified in Section II.1.5. Health Trust Europe LLP has been appointed by UHCW as its agent to carry out certain procurement and logistics functions in relation to this contract. Any contracting authority wishing to access the contract may only do so with permission from health trust. The contract conditions will be set out in the ITT. It is the intention to include certain contractual provisions regarding a management charge, which may be applied to purchases made under the contract awarded. Further details will be made available via the contract documentation and information released during the course of the tender process. If and when this requirement is offered to tender, this may be done in whole or in part via electronic means using the Internet and may be through the medium of an electronic reverse auction. Submission of expressions of interest and procurement specific information: this exercise will be conducted on the health trust portal. Candidates wishing to be considered must register their expression of interest as follows: register on the health trust portal at https://healthtrusteurope.bravosolution.co.uk. Login to the portal with the username/password. Click the PQQs/ITTs open to all suppliers link. These are the PQQs/ITTs open to any registered supplier.
