— Identify if a dedicated regional delivery function aids the efficient delivery of the Seafish Corporate Plan and/or enhances the reputation of Seafish and the services provided by Seafish in the regions;
— Address the fundamental question: ‘is there a need for regional delivery staff?’ and, if so ‘are current staffing and budgetary levels sufficient?’;
— Assess the alignment of our regional work with the policies of each Administration and make recommendations for improved alignment;
— Make recommendations on how Seafish can best present regionally delivered work to regional stakeholders;
— Make recommendations on the structure of a revised Seafish regional delivery on a UK wide basis as well as in the constituent regions.

Responsibilities of the supplier
The successful bidder(s) will be required to produce a report reviewing Seafish regional engagement and evaluating the likely impact (e.g., on our income/expenditure, roles/responsibilities, etc.) of any recommendations. Your tender should state which (if any) professional codes of practice you will follow, and provide a timeline for completion of the project(s).
Management
The agreement(s) will be managed by Seafish.
Publication
The report will be reviewed by the Seafish Executive. It may not be published, but will be circulated to a wider audience.
5. Budget
The maximum available budget for this piece of work is GBP 20 000 including VAT.
6. Timescale
Tenders are required by Friday 3.1.2014. Successful bidders will be notified during the week commencing 8.1.2013. The work is required to be completed by 31.3.2014.
