This construction programme to be delivered under the framework will consist of one or more projects with an anticipated total aggregate value of 15 000 000 GBP over an estimated period of four years commencing in early 2013, subject to securing funding and Council approval.
It is anticipated the first of the allocated projects will be at Perth Grammar School and will involve an upgrade of Infrastructure and Practical Teaching areas. The indicative budget for these works is 2 100 000 GBP.
Allocation of subsequent works will depend on successful project delivery and may consist of new build, extension, refurbishment, mechanical and electrical upgrade works across a range of establishments within Perth & Kinross Council anticipated to include primary schools, secondary schools, sports and leisure facilities, offices and other Perth & Kinross Council premises.
The value of individual projects may typically range between 200 000 GBP and 3 500 000 GBP.
All projects are subject to a Project Evaluation Process providing ongoing monitoring and evaluation of all project aspects from inception through to post completion. Proven successful delivery will be determined through this process.

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.

The procurement process will be developed using a ‘restricted’ procedure as outlined in the EU procurement guidance. The works are to be procured on a partnering basis with an Agreed Maximum Price (AMP) and it is proposed to use the JCT Constructing Excellence Contract.
The stages in the selection process are as follows:
An initial list of not more than 18 selected from candidates completing the pre-qualification questionnaire will be invited to participate.
Following a quality evaluation process with the 18 selected candidates, the top 6 scoring candidates will be selected to go forward to the interview stage of the evaluation process. Both successful and unsuccessful candidates will be informed of the outcome by email to the email address listed at 1.7 of the Pre-Qualification Questionnaire.
The interview will be focussed on typical Perth & Kinross Council construction and client issues.
During the interview process tenderers will be required to deliver a short presentation by the project delivery team, the content of which will also be evaluated.
