II.2.4)Description of the procurement:
Provision of Removals, Project Management and the Physical Removal Services for the relocation of Papworth Hospital to the Cambridge Biomedical Campus. Papworth Hospital is 1 of the largest specialist cardiothoracic (heart and lung) hospitals in Europe and includes the country’s main heart and lung transplant centre. The Trust employs over 1 800 staff and each year treats more than 24 400 inpatients and day cases and sees more than 73 600 outpatients from across the UK. Papworth Hospital’s services are internationally recognised and include cardiology, respiratory medicine, sleep medicine, cardiac surgery, thoracic surgery and heart and lung transplantation. Papworth Hospital is 1 of the largest specialist cardiothoracic (heart and lung) hospitals in Europe and includes the country’s main heart and lung transplant centre. The Trust employs over 1 800 staff and each year treats more than 24 400 inpatients and day cases and sees more than 73 600 outpatients from across the UK. Papworth Hospital’s services are internationally recognised and include cardiology, respiratory medicine, sleep medicine, cardiac surgery, thoracic surgery and heart and lung transplantation.
The new hospital is being constructed by Skanska Construction and is due to be completed in February 2018.
Facilities in the new hospital will include:
— 310 beds with virtually all single rooms;
— 46-bed Critical Care Area including Cardiac Recovery Unit and Cardiac High Dependency Unit;
— 7 state-of-the-art theatres and 5 catheter labs;
— 6 inpatient wards which will have sub-specialities within them;
— Centrally located outpatient unit to incorporate a wide range of diagnostic and treatment facilities;
— A day ward.
Key Dates:
It is anticipated that Practical Completion will be achieved in early February 2018 and the Trust’s commissioning period will commence from that date. Subject to Practical Completion being achieved in early February, Trust moves will commence in April 2018.
Scope:
— Project Management;
— Planning/Move Management;
— Physical Removals and Logistic Services;
— Disconnect and reconnect of ICT, including Servers;
— Crate Hire.
Options may include:
— Receipt and installation checks for new items in the new facility;
— Electronic/RFID monitoring of the higher value items in transit;
— Assisting in the Decommissioning of vacated buildings;
— Resale and/or recycling of unwanted goods.

The 5 highest scoring PQQs will be invited to Tender for the Contract. If there are less than 5 suppliers then all compliant suppliers will be given the opportunity to submit a Tender.
A copy of the Mark-scheme is available on the eportal. The mark-scheme includes clear details of the breakdown of marks available for each marked section.
Exclusion Criteria:
— The PQQs must be completed as per the instructions. Incomplete or late PQQs will be rejected;
— The Trust will exclude any supplier who answers Yes to the questions in Section 2 Grounds for Mandatory Exclusion;
— The Trust may exclude any supplier who answers Yes to the scenarios in Sections 3 and 4;
— Financial Threshold: The contract value should not exceed 50 % of the supplier’s turnover. If this is not the case the supplier must provide additional satisfactory information regarding why they should be included. If this information is not included or is not satisfactory the supplier will be excluded;
— Suppliers must provide details of their membership to an appropriate governing body. Failure to do so will result in their exclusion from further competition;
— Suppliers must hold the appropriate standards, or demonstrate that they are working towards BS 8522, PAS126 or equivalent. Failure to demonstrate this will result in exclusion.

Precise information on deadline(s) for lodging appeals: A standstill period at the point of information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
