Description of the contract

1. The Authority has a requirement for a physiotherapy service using suitably qualified personnel, which shall be available to the Authority’s entitled personnel at Cawdor Barracks Medical Centre for up to 20 hours each week. Timing of sessions is to be agreed between the Practice Manager and the Contractor and some flexibility is expected: however the total amount of services available to the Authority must be maintained at the 20 hour per week level for 46 weeks per annum. During service provision typical throughput rates should be approximately: assessment and first treatment 45 minutes; subsequent treatments 30 minutes each. Necessity may vary these timings either way. Patients should be seen for up to 6 or at the most 8 treatments before being referred to MIAC/RRU or if need determines, other available care pathways. Records must be updated on site using the Defence Medical Information Capability Project system (DMICP) to ensure Individual Health records are maintained and up-to-date. 2. Healthcare Governance. The Contractor will be responsible for his personnel meeting all requirements of healthcare governance for physiotherapy and rehabilitation within the unit: Clinical effectiveness (Protocols and guidelines); Continuous Quality Improvement (Audit); Continuous Professional Development (continuous medical education); Risk Management. 3. Proposed contract duration is from 01 Jun 2013 until 31 May 2016. Individual elements of the service may be subcontracted but all elements must, separately and together, meet the access and performance criteria laid down by the Authority and the prime Contractor remains responsible for the quality and governance of services provided and all costs of any subcontracting. 4. The Contractor and all his premises used to deliver services are to be registered with the Care Quality Commission. The MOD premises used are not required to be registered. All healthcare professionals involved in delivering the service are to be appropriately qualified, indemnified and fully registered, licensed and certified without restrictions with the relevant UK Health and Social Care Regulator. Where registration for a group of health care providers is voluntary, any provider delivering services as part of this Schedule is to be registered as if this were a statutory obligation. The successful provider will ideally have a working knowledge of military medical policy, procedures and terminology. Access to relevant documents will be provided to enable this to be gained rapidly where necessary. 5. The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the award criteria set out for the procurement. 6. Contractors who consider they can provide the requirement and who wish to be considered for an Invitation to Tender, must express their interest by letter, facsimile or email to the Contracting Authority stated by no later than 31 December 2012.
