Description

Cambridge City Council are currently inviting applications from suitably experienced Contractors who wish to be considered as approved contractors for the provision of internal and external planned building maintenance works for the Council’s housing stock and corporate and operational buildings.

The objective of the procurement is to identify and appoint two contractors to provide the type of works indicated under the two lots below (which are explained in greater detail in the PQQ);

Lot 1: Planned Building Maintenance, generally internal works.
Lot 2: Planned Building Maintenance, generally external works.

Two separate contracts (one for each Lot) will therefore be established with two different contractors.

Five year contracts (commencing in April 2014) will be established with the successful contractors, with an option to extend both contracts for a term of a further 36 months subject to performance and value for money.

The estimated value of Lot 1 is £3,000,000 to £5,000,000 per annum for years 1 and 2, and the estimated value of Lot 2 is £4,000,000 to £5,000,000 per annum for years 1 and 2, with the total estimated value of both Lots being some £7,000,000 to £10,000,000 per annum for years 1 and 2. For each of the remaining years the estimated value of each Lot is £5,000,000, in respect of the Council’s housing stock and commercial, operational and corporate buildings.

The anticipated combined value of the contracts (over the potential maximum contract period) is therefore in the region of £70,000,000 to £85,000,000. The estimated value of some areas of work has not been fully clarified at this stage and so a degree of flexibility has therefore been included in the upper end of the value range above.

Organisations wishing to express an interest are required to complete and return the pre-qualification questionnaire (PQQ) by 17:00 hrs on Monday 25th March 2013, in line with the guidance provided in the PQQ.

The procurement timetable is as follows (although all dates APART from the PQQ return deadline are subject to change):

It is envisaged that the applicants selected to receive the tender (forming the tender select list) for each Lot will include approximately seven (7) applicants, with these applicants being those that have obtained the highest scores following evaluation of their application forms and are therefore ranked one to seven. Note that depending on the actual scores, either list may comprise of fewer or more than seven.
