The London Borough of Hackney (the Authority) is seeking to appoint a term contractor to undertake works and some services for each of the eight lots of work as defined below. Contractors may express an interest for one lot only, or for multiple lots.
Estimated values as stated for the Lots below are expressed as an indicative range based on Authority’s Housing Revenue Account (HRA) Business Plan December 2013 information, but could change in response to member and resident priorities, resource availability, and other factors.
These values are also expressed as a range for each contract (Lot) based on the minimum expected contract term of five years for Lots 1-7 and four years for Lot 8 and do not account for any potential contract extensions. Further information is provided in the Pre Qualification Questionnaire (PQQ).
The Authority does not guarantee any minimum level of work across any contract/lot.
Lot 1: (Contract 2) Reactive general Building Repairs to occupied and unoccupied properties, including cold water tanks, (in support of the Hackney Homes Direct Labour Organisation). Estimated contract range is GBP 11 m to GBP 26,3 m.
Lot 2: (Contract 3) Communal Works, including planned and responsive and civils and playground equipment works. Estimated contract range is GBP 6 m to GBP 10 m.
Lot 3: (Contract 4) Electrical Specialist Works to occupied and unoccupied properties, including lateral mains; landlord services; hardwired alarms; estate lighting, emergency lighting and fire alarms. Estimated contract range is GBP 12,5 m to GBP 27,9 m.
Lot 4: (Contract 5) Installation, servicing and maintenance of CCTV cameras to estates. Estimated contract range is GBP 2,2 m to GBP 4 m.
Lot 5: (Contract 6) Installation and maintenance of Controlled Access Door systems to blocks. Estimated contract range is GBP 2,7 m to GBP 6,2 m.
Lot 6: (Contract 7) Installation and Inspection and maintenance of Lightning Protection to blocks. Estimated contract range is GBP 1,3 m to GBP 2,1 m.
Lot 7: (Contract 8) Maintenance of digital aerials and installation if required to blocks. Estimated contract range is GBP 550 K to GBP 830 k.
Lot 8: (Contract 9) Lift servicing, 24 hours 365 days a year callout service, active and major repair works and full (residential) lift replacement/refurbishment
Estimated contract range is GBP 16 m to GBP 20 m.
TUPE may apply across some of the lots.

II.2.1)Total quantity or scope:

The London Borough of Hackney (the Authority) is the contracting authority for this procurement. It is the landlord of approximately 31 500 dwellings located within the borough, comprising 22 700 units of tenanted stock and 7 400 leasehold units. It is the sole shareholder of Hackney Homes Ltd, an Arms Length Management Organisation (ALMO) that is responsible under the terms of this ALMO for bringing these dwellings up to, and maintaining them at or above the current Decent Homes Standard. Hackney Homes will be managing the delivery and administration of the contracts with the successful partners on behalf of the Authority.
The works will be predominately to housing blocks and to other assets held in the Housing Revenue Account (HRA), but may include works to non-HRA assets.
Lot 1 will involve the provision of responsive repairs in occupied and unoccupied properties for internal, external and communal general building works including cold water tanks to provide support to Hackney Home’s own in house building maintenance service and possible works to Non HRA Buildings.
Lot 2 will involve the supply, installation, and responsive maintenance of communal areas of estates and blocks, including roads and footpaths and other hard surfacing, drainage, playground equipment and other planned communal area works to provide support to Hackney Home’s own in house building maintenance service.
Lot 3 will involve the supply, installation, and maintenance, to occupied and unoccupied properties of Lateral mains and Intake upgrades; landlord services, hardwired alarms, estate lighting, emergency lighting and fire alarms. Electric Heating Breakdowns (both repairs and maintaining storage heaters as well as the switching on and off of existing underfloor heating) Electrical reactive repairs to dwellings and Electrical Rewire programme to dwellings.
Lot 4 will involve the supply, installation, and maintenance of CCTV cameras and systems on estates
Lot 5 will involve the supply, installation, and maintenance of Controlled Access Door systems to blocks and associated works.
Lot 6 will involve the supply, installation, and maintenance of Lightning Protection to blocks and associated works.
