The successful Tenderer(s) will be required to supply, to order, Operated and Non-operated plant and Tools, on a daily/weekly hire basis, to Rotherham Metropolitan Borough Council, predominantly to the Streetpride Service. This will include delivery to various sites within the Rotherham area.
Spend is approximately GBP 1,025,000 per annum which equates to approximately GBP 4,100,000 for the duration of the agreement, including any extension periods. However this does not carry any guarantee of turnover and any estimated volumes of business are indicative and may vary upwards or downwards depending on actual future needs.
This opportunity is split into five lots as detailed below. Suppliers, who are successful following the pre-tender questionnaire evaluation, will be invited to tender for one, several, or all lots dependant on the lots they have expressed an interest in.
The framework will be awarded initially for a period of two years, with the option to extend at the sole discretion of RMBC for a further two 12 month periods, each on a year by year basis.
Providers will be entered onto the framework based on the evaluation criteria described within the Invitation to tender (ITT) document. The framework will be managed using the following criteria. Hires will be placed with a preferred supplier(s) on each lot, based on the range and availability of equipment, minimum hire periods quoted, hire price per week and delivery and collection charges.
Quality considerations will be taken into account, with a high emphasis placed upon monthly KPI’s reporting based on, but not exclusively on:
On time delivery of equipment, % of breakdowns, response to breakdowns.
Lot 1 Operated Plant Hire
This lot includes, but is not restricted to, the hire of:
— Operated JCB’s;
— Operated mechanical road sweepers;
— Operated tracked and wheeled excavators, all sizes;
— Operated asphalt finishers, all sizes;
— Operated road planers, all sizes;
— Operated Lorries of varying sizes.
The anticipated spend for this lot is GBP 790,000.00 per annum, although this cannot be guaranteed.
The intention is to award this lot to a number of suppliers who are able to meet the council’s requirements.
Lot 2 Non – operated Plant
This lot includes, but is not restricted to, the hire of:
— Non – operated rollers;
— Non – operated dumpers – all sizes;
— Non – operated excavators – all sizes.
The anticipated spend for this lot is approximately GBP 61,000.00 per annum, although this cannot be guaranteed.
The intention is to award this lot to a number of suppliers who are able to meet the council’s requirements.
Lot 3 Tool and Fencing Hire
This lot includes, but is not restricted to, the hire of:
– Herras fencing.
– Breakers, petrol, hydraulic and air driven.
– Vib compactors, various weights, forward and reverse, trenching.
– Stihl saws.
– Floor saws.
– Drills.
– Bench saws.
– Pumping equipment.
– Trenching equipment.
– Lifting equipment.
– Concreting equipment.
– Tower floodlights.
– Other miscellaneous building items and their associated apparatus.
The anticipated spend for this lot is approximately GBP 32,000.00 per annum, although this cannot be guaranteed.
The intention is to award this lot to a number of suppliers who are able to meet the council’s requirements.
Lot 4 Site Accommodation
This lot includes, but is not restricted to, the hire of the following:
— Steel stores, various sizes.
— Welfare combination plant safes, various sizes.
— Anti-vandal accommodation units.
— Anti-vandal toilet units.
The anticipated spend for this lot is approximately GBP 130,000.00 per annum, although this cannot be guaranteed.
The intention is to award this lot to a sole supplier, however if one supplier cannot meet the council’s requirements then it will be awarded to additional participant(s).
Lot 5 Traffic Management
This lot includes, but is not restricted to, the hire of the following:
— Two way battery operated traffic lights, including relevant Chapter 8 signage.
— Three way battery operated traffic lights, including relevant Chapter 8 signage.
— Four way battery operated traffic lights, including relevant Chapter 8 signage.
— Stop and Go boards, remote control.
The anticipated spend for this lot is approximately GBP 12,000.00 per annum, although this cannot be guaranteed.
