The London Borough of Hillingdon retains the right to award some, all or none of the works described within the 3 Lots.
This tender will be a design and build tender to the budgets for each site, as later described.
The Council of the London Borough of Hillingdon intends to refurbish 3 existing playgrounds in 3 separate Park’s locations within the Borough. Each site is described later in this specification.
All playground equipment must be sturdy enough for unsupervised use in an open setting.
The total playground areas shall comply with all current British Standards and all equipment, its installation and any safety surfacing shall comply with the relevant parts of EN 1176, EN 1177 and sound engineering standards.
2.5 The Contractor shall arrange and pay for a ROSPA inspection and report to be handed to LBH at the end of the construction for each site.
2.6 The Contractor shall produce 3D drawings and descriptions of each individual site sufficient that the Council can fully understand the Contractor’s intended design and costing of the works.
2.7 As this is a community–led project, ward councillors and residents will be invited to comment on the designs.
The London Borough of Hillingdon reserves the right to work with the chosen Contractor to finalise the design to incorporate resident’s feedback.
It is not expected that the works will require the services of a CDMC, although method statements and risk assessments for each site will be required. The playgrounds are to be tendered together but will be evaluated and awarded separately. It is expected that each scheme shall be completed on-site within a maximum 5 week period, however, all works must be substantially completed by the 15.2.2016. If the contractor is successful in winning all 3 schemes, then he must ensure that he has sufficient resources to complete all 3 by the completion date.

The Contracting Authority reserves the right not to award any contract pursuant to this procurement exercise and/or abandon this procurement exercise at any time and/or award a contract for part of the works at its sole discretion. The Contracting Authority shall have no liability whatsoever to any applicant or tenderer as a result of its exercise of that discretion. For the avoidance of doubt, all costs incurred by any applicant and/or tenderer before signature of any contract with the Contracting Authority shall be incurred entirely at that applicants/tenderers risk.
The Contracting Authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SME’s). However, any selection of tenderers will be based solely on the criteria set out for the procurement and the contract will be awarded on the basis of the most economically advantageous tender. Suppliers must read through this set of instructions and follow the process to respond to this opportunity.
