The London Borough of Enfield is seeking to establish a Select List of suppliers for Playschemes, Holiday Activities and Out of School Clubs for disabled children and young people. Suppliers interested in joining the Select List should first consider the requirements below, which are the criteria to pre-qualify as part of the application process for entry onto the Select List. Evidence of these will be requested during the tendering process.
Pre-Qualification Criteria

    • Registration with Ofsted, with a minimum overall rating of Good (if providing a service for children under the age of 8)
    • Evidence of appropriate child protection and safeguarding procedures
    • Evidence of appropriate training, and ongoing supervision and support
    • Evidence of appropriate data protection and equal opportunities processes
    • Ability to maintain a professional relationship with Enfield Council, and communicate effectively with its officers
    • Ability to provide monitoring data on a quarterly and ad hoc basis, and contract monitoring data when requested (at least annually)
    • Sound business and financial standing
    • Premises based within reasonable traveling distance for Enfield’s disabled children and young people
    • Evidence of minimum insurance cover as follows: Public Liability £3 million; Professional Indemnity £1 million, and Employer’s Liability £5 million (these insurances will need to be in place before contracts are signed)

The completed tender must be submitted electronically through the London Tenders Portal by 12.00 noon on Thursday 8th November 2012. It is recommended that all information is uploaded at least two hours prior to the deadline, to ensure that there is time to manage any issues.
Please note that, unless otherwise agreed with the Procuring Officer, hard copies, emails and/or faxed submissions, whether in full or part, will not be accepted and will result in the tender being rejected.
Those suppliers successful in pre-qualifying will be invited to attend an interview, to be held on either 23rd November 2012 or 27th November 2012 at Cheviots Children’s Centre, Enfield. Prospective suppliers are requested to keep these dates free; the time of the meeting will be confirmed as soon as possible after 16th November 2012. The interview is part of the application and final selection process. Initial scores may be amended after the interview takes place.
