Description of the contract
The Department of Education wishes to engage a contractor to run the national poetry recitation competition in the financial year 2013-14, with the option, dependent upon the quality of delivery to extend for one further year. The competition is open to schools and further education colleges in England. The purpose of the competition is to: o Support improvements to pupils’ access to poetry through recitation and remembering; o Develop and support enriching and inspiring teaching; o Encourage pupils and teachers to access our world-class literary heritage. The purpose of this tender is to contract a party to be responsible for developing and running the national poetry recitation competition. The competition was successfully launched last year and pupils aged 14-18 in 780 schools and further education colleges in England participated. It is an expectation of the Department that the success of last year’s competition is maintained and the number of institutions participating in the competition increased by at least 20%. This will be achieved by: o Developing and delivering an innovative and sustainable, nationally-promoted poetry competition; o Launching the poetry competition in time to ensure institutions have sufficient time to run the competition; o Ensuring that the competition is developed and delivered across England, offering exciting prizes with regional heats and a national final as an incentive for pupils and schools to take part; o Ensuring that the competition increases the volume, range and quality of pupil participation in poetry recitation; aims to cultivate long-lasting positive attitudes towards poetry and reading; and encourages pupils to talk about and recommend poems and poets. The procurement of the service will be carried out as an open competition and will seek to achieve value for money using the Most Economically Advantageous Tender basis using both selection and award evaluation criteria. Only the top five scoring bids at the selection stage will have their full bids considered against the award criteria. Bids from Small and Medium sized enterprises and consortia will be considered. The Department expects that any bidder coming forward will have education and English Literature curriculum knowledge.
