Description of the contract

Wrexham County Borough Council is seeking to appoint an approved operator to implement a six month pilot car pool programme within a small team of the Council. The small team (requiring a maximum of 10 vehicles at any one time) will consist of Officers located with the Social Services Department of the Council, however, the exact detail and numbers of Officers involved will be determined following contract award and in conjunction with the successful bidder. Currently the proposed pilot area is incurring an approximate total of 8,400 business miles per month.

The pilot should ultimately inform the Council as to how it can best implement a comprehensive travel policy to significantly reduce its reliance on grey fleet vehicles, therein, achieve the following strategic objectives.

1.Reduce expenditure that is currently attributed to grey fleet mileage. The Council currently spends around £1.8m per annum in relation to total Council mileage reimbursement.

 

2.Minimise exposure to Duty of Care risks that exist with the current grey fleet arrangement.

3.Encourage Council staff to travel smarter and reduce business miles.

4.Reduce the Council’s carbon footprint through a reduction in road miles travelled and improved environmental performance of vehicles.

To confirm, tenderers should note that this pilot exercise is being implemented to help identify the benefits that such an approach may deliver and to inform a decision that will be taken on whether or not to roll out a Pool Car scheme on a larger scale across the Authority.

It should be noted that any such roll out will be subject to a separate tender exercise that will be carried out in full accordance with the Council’s Financial Regulations.
