The Council is seeking tenders from organisations that are interested in providing Post CSE Support Services in Rotherham, which includes the provision of:
• practical, emotional support and advocacy for young people and adults who have experienced child sexual exploitation;
• evidence based therapeutic interventions for both young people and adults who have experienced child sexual exploitation.

II.2.4)Description of the procurement:
Practical, emotional support and advocacy for young people (up to the age of 25) and adults who have experienced child sexual exploitation. This includes support to immediate family members.
Providers will be able to bid for 1 or all lots but can only be awarded a maximum of 2 lots and therefore must indicate their rank and preference. The rank and preference will be considered in line with the top scoring organisations for each lot.
The Council reserves the right to award more than 2 lots to a provider in the absence of competition. Consortium arrangements will also be welcomed.
It is anticipated that the contract will commence on 1 January 2021 and will run for a period of 3 years of the initial contract term making the expiry date 31 December 2023.
The contract will have an option to extend by a further 24-month period at the sole discretion of the Council making the latest possible expiry date 31 December 2025.
Bidders are advised that the budget available for this lot is GBP 33 000 per annum, which will be fixed for the full duration of the contract.
The incumbent supplier of this service considers that the Transfer of Undertakings (Protection of Employment) Regulations 2006 as amended by the Collective Redundancies and Transfer of Undertakings (Protection of Employment) (Amendment) Regulations 2014 apply to this contract.
The Council is committed to a performance and evidence-based approach to social value and has partnered with the Social Value Portal (SVP) to assist in the delivery of this. Based on the National TOMs (Themes, Outcomes and Measures) developed by the SVP, bidders are required to propose credible targets against which performance (for the successful bidder) will be monitored. The National TOMs are available to review at the SVP (http://socialvalueportal.com/national-toms/) and bidders will also be given access to them as part of this tender. The TOMs within this tender process have been adapted to reflect the specific needs of the organisation.
