Power NI wishes to award a contract for a Postal and Courier services between its properties in Northern Ireland (NI), Domestic Customers in ROI and those of its suppliers of printing services in both NI and England and for the final delivery of electricity bills and other mail to customers addresses. The scope of this contract will include but not be limited to collection and delivery , consolidation of mail, mail consultancy, mail audits, document exchange, data cleansing and address management. II.2.4)Description of the procurement:
To appoint a contractor to provide postal and courier services between its properties in Northern Ireland (NI), Domestic Customers in ROI and those of its suppliers of printing services in both NI and England and for the final delivery of electricity bills and other mail to customers addresses. The scope of this contract will include but not be limited to collection and delivery , consolidation of mail, mail consultancy, mail audits, document exchange, data cleansing and address management.
Applicants will be assessed in accordance with Section 3 of Chapter 3 of Part 2 of the Utilities Contracts Regulations 2016, as amended, on the basis of information provided in response to a pre-qualification questionnaire (“PQQ”) in line with those instructions outlined in the Project Information Memorandum (PIM).
Copies of the PIM and PPQ are available on request by email to procurement@powerni.co.uk, which will issue login details for electronic access. Completed PQQs must be returned to Power NI, electronically at the address in section 1.1 before the deadline specified in section IV.3.4 below.

The procurement will be undertaken utilising the Negotiated procedure with prior call for competition pursuant to Section 3 of Chapter 3 of Part 2 of the Utilities Contracts Regulations 2016 and, subject to regulatory approval, it is intended it will be awarded as a single contract.
Power NI wishes to appoint either a single organisation to provide the services or a prime contractor, supported by appropriate subcontractors of their choice. The Applicant will need to demonstrate that together with any subcontractors used, it is capable of providing the full range of services.

Power NI expressly reserves the right:
1. Not to award any contract as a result of the procurement process commenced by publication of this notice;
2. To make whatever changes it may see fit to the content and structure of the tendering competition;
3. To award 1 or more contract(s) in relation to part only of the requirements covered by this notice;
4. To award a contract(s) in stages
And in no circumstances will Power NI be liable for any costs incurred by candidates.
Variants may bid at the discretion of Power NI, be permissible within parameters to be set out the within the invitation to tender documentation.
Power NI is carrying out this procurement on behalf of itself as principal and also as an agent of Viridian Group Holdings Ltd. (Viridian) and Viridian Subsidiaries. Any contract(s) awarded as a result of this procurement may be entered into by or for the benefit of any one or more of these bodies.
