Powys County Council (hereinafter referred to as “the Council”) is seeking to engage with suitably competent, experienced and qualified providers (hereinafter referred to as the “Provider(s)”) for the re-provision of a 24/7, 52 weeks per year Domiciliary Care Service currently delivered to various private providers and/or the transfer of care packages(IPA’s Indiviidual Placement Agreements) for service users that are currently provided by the Council’s in house domiciliary care service (“the Service”)
The Service will be delivered within the borders of the County of Powys in Mid Wales.
This is a formal invitation to submit a Tender for one of two Framework Agreements for Domiciliary Care; (“Framework A” or ”Framework B” and together known as “The Frameworks”) and for the award of business under each Framework.
Bidders will not be able to bid for appointment to both frameworks.
The County of Powys is to be split into 2 (two) Frameworks
Framework A is to cover the areas known as Brecknockshire and Radnorshire
— this comprises approximately 341,000 hours which are currently purchased from private Homecare agencies
and
— approximately 103,000 hours which are currently delivered by the Council internal Homecare Service
Framework B is to cover the area known as Montgomeryshire
— this comprises approximately 384,000 hours which are currently purchased from private Homecare agencies
and
— approximately 41,000 hours which are currently delivered by the Council internal Homecare Service
In each Framework the Council will appoint a “Lead Provider” and a “Secondary Provider”
The Council is not bound to purchase all or any of its requirements or any given value or volume of Services from the Provider(s) under this Framework Agreement.
The Council will endeavour to allocate to the Lead Provider in each Framework approximately 60% of the available hours in that Framework from time to time.
The Council will endeavour to allocate to the Secondary Provider in each Framework approximately 40% of the available hours in that Framework from time to time.
