The project brief
It is proposed that the Old Kirk on Holyrood Road be fully refurbished and converted into a Postgraduate Study Centre.
The Old Kirk is a Category B listed building located within a conservation area contained within Edinburgh’s World Heritage Site.
The University has recently developed the area surrounding the Old Kirk and as such there is now a heavy concentration of postgraduate students within the locale. The Old Kirk is ideally located to provide a study space to support these postgraduate students.
The completed facility will significantly enhance the postgraduate student experience and also create a unique and distinctive environment for the postgraduate community.
We intend to appoint a design team to provide full design team services to develop and progress the design for all project stages, utilising a staged approval procedure.
Overview of procurement exercise.
As a first step to awarding the design contract for this project, this pre-qualification questionnaire (PQQ) has been drafted in order to assess the ability of the companies who are seeking the appointment. The PQQ is marked out of 75 and the highest 6 companies will be invited to tender (ITT stage).
The ITT stage will comprise a percentage fee of the construction costs and a further questionnaire. The questionnaire will be marked and both weighted as per award criteria to get a final cost/quality mark. All companies selected for the ITT stage will be invited for interview and the marks incorporated into the quality score.
This appointment is for a Design Team. The Design Team should consist of Architecture Consultants, Mechanical/Electrical Engineer and Structural Engineer (incl. services). The Lead Consultant will be the Architecture Consultants, who will need to have the necessary size and experience for this type of project.
The Lead Consultant should complete this PQQ.
The Quantity Surveyor and CDM Co-ordinator should be excluded, as they will be appointed directly by the University.
