The Big Lottery Fund is the contracting authority responsible for the tendering of this contract on behalf of the National Lottery Promotions Unit (NLPU). The contract will be awarded and managed by the NLPU (a joint venture between Camelot, Lottery Distributors and DCMS) and entered into with Big Lottery Fund.
The National Lottery Promotions Unit was set up in 2002 to communicate with consumers from a pan- Lottery perspective so that Lottery players know how their good cause money is being spent. We seek to increase public knowledge of the variety and extent of National Lottery funding to good causes and to encourage National Lottery players to make the link between their spend on lottery products and the impact on communities all across the UK.
Given the scale of the challenge and the finite resources of the NLPU, we wish to bring in a PR agency to work with us to deliver a high impact, innovative campaign that maximises traditional and new media opportunities to reaffirm the importance of The National Lottery and its contribution to British society. It is no exaggeration to say that the very fabric of the UK has been changed for the better by the National Lottery. The successful agency will help us to make National Lottery players feel proud.
The term of the contract will be September 2013 – March 31st 2014. The value of the contract is GBP 200,000- GBP 250,000. However,the Fund/NLPU has the option to extend for a further year at its discretion and award further similar services up to the value of GBP 200,000.
We are looking for a PR agency with strong digital experience to deliver an innovative, high impact, creative PR campaign which will generate coverage at a national and regional level and support us in increasing our online presence and community, not least by driving traffic to our newly released online good causes map. The campaign should have an overarching theme that would span the campaign lifetime.
The campaign will seek to wow the public with the size and scale of lottery investment: GBP 30 million per week; GBP 30 billion to date; iconic buildings; bold projects. It will also forge a sense of knowing participation and ownership amongst National Lottery players and those enjoying lottery funded venues and projects: The National Lottery funds projects for you; your family and in your local area.

Information and formalities necessary for evaluating if the requirements are met: 1) Bidders must confirm if the circumstances as set out in parts 4 and 5 of Regulation 23 of the Public Services Contracts Regulations 2006 (as amended) apply.
Bidders will fail if any of the conditions apply and will be excluded from the procurement process.
2) Bidders must demonstrate they have appropriate policies in place to comply with employment legislation. Where an organisation does not demonstrate this in its
responses it will be excluded from further consideration in the procurement process.

£5million or provide evidence that they will be in a position to obtain this level of insurance.
