It is expected that this service for primary care talking therapies will incorporate individual short-term outcome focused interventions including Cognitive behavioural therapy (CBT) and other psychological therapies to include Inter-personal therapy (IPT), integrative therapy, short-term psychodynamic psychotherapy, life coaching and other interventions recognised in line with Nice Clinical Guidance 123.

It is intended that service users will be those who are registered with BHSCT GP practices and who have presented to their GP with a common mental health disorder as defined by NICE Clinical Guidance 123.

This prior information Notice has been published by the Procurement and logistics organisation (PaLS) Business services organisation (BSO) on behalf of Belfast Health and Social Care Trust (BHSCT) and is intended to inform the market that the contracting authority is proposing to establish a dynamic framework agreement with multiple providers, to deliver primary care talking therapies to service users in the BHSCT area. This Tender is governed by the Public Contract Regulations 2015 and The Public Procurement (Amendments, Repeals and Revocations) Regulations 2016. The service being tendered is classified as a ‘Social and other specific service’ therefore the Light Touch Regime (regulations 74-77) applies. This pre-tender engagement will take the form of a paper and questionnaire for providers to respond to. The purpose of this engagement is to receive feedback from providers on the proposed new procurement arrangements and key elements of the service for the provision of Primary Care Talking Therapies in the BHSCT. The pre tender engagement paper and questionnaire will be available on eTendersNI (https://etendersni.gov.uk). Potential providers are asked to submit their responses to the questionnaire on eTendersNI by 15.00 Thursday 27 August 2020.. Any interest shown in the pre-tender engagement does not constitute a commitment to participate in a procurement exercise. Failure to show interest does not restrict providers from participating in any future procurement exercise. Please note this tender will be open to organisations from all sectors.
