Description of the goods or services required

The Scottish Information Commissioner (SIC) currently receives press cuttings on a daily basis, with Monday’s edition covering the weekend’s stories. Cuttings are currently received each business day by 8:30am.

For the purposes of the press cutting service, SIC is interested only in receiving stories which relate to Scotland’s FOI legislation or Scottish affairs.

Total quantity or scope of tender

1. SIC wishes to receive a cut of every story where an article contains one or more of the following key words:

(i)“Scottish Information Commissioner”

(ii)“Rosemary Agnew”

2.SIC requires cuts only of the two most prominent stories which appear where the story relates specifically to Scotland, Scottish issues or a Scottish public authority and contains one of the following key words:

(iii)“Freedom of Information”

(iv)“FOI”

(v)“Environmental Information Regulations”

(vi)“INSPIRE Regulations”

3.For reference, “two most prominent” stories means that where there are a number of stories about the same issue on any given day, the service provider will provide SIC with what it considers to be the two most important stories covering that issue.

4.Stories should be obtained from the following sources:

(i)All Scottish national dailies and weeklies (including Sundays)

(ii)All UK national dailies and weeklies (including Sundays)

(iii)All Scottish editions of national press dailies and weeklies (including Sundays)

(iv)All Scottish regional and local press dailies and weeklies (including Sundays)

5.Currently, cuttings are received daily by fax. Although SIC is content to receive press cuttings either by fax or email, SIC’s preferred method is email as this will assist with the efficient daily distribution of the cuttings to staff.

6.In addition to the original fax, SIC currently makes four photocopies that are distributed to various individuals / teams (i.e. five sets in total). SIC will continue to distribute at least five sets of the daily cuttings.

7.For information, SIC’s press cuttings budget in 2014-15 was £4,500 (including VAT).
