Background – Fulfilling Lives: A Better Start Lead Partner selection Fulfilling Lives: A Better Start is an initiative, which was announced by the Government at the end of October 2012. This aims to deliver a step change in the use of preventative approaches for babies and children from pregnancy to 3 years of age. In April 2014 the Government will announce three to five awards of between £30m and £50m. Each award will be for up to 10 years for specific geographical areas of approximately 50,000 people. This funding will give the selected areas the opportunity to demonstrate a new way to design and deliver effective preventive services for babies and young children. Norfolk County Council has now expressed an interest in being part of this initiative and based upon data and evidence have selected the Great Yarmouth area in Norfolk. Norfolk County Council asked Momentum (Norfolk) to support them in submitting their expression of interest and in gathering the all-important anecdotal information that supported the application. Momentum (Norfolk) was named as the interim Lead Partner, pending a democratic process to elect the lead VCS organisation. We will hear the first week in April 2013 whether we have been selected to go through to the next stage in the process. The Big Lottery is expecting to select a long-list of between 30 and 50 areas to be invited to submit a stage one application form. Funding will be awarded to the Lead Partner (the identified voluntary and community sector organisation) to develop the application. Therefore, it is important that the Lead Partner is identified by the 5th April 2013 in order to maximise the time available to develop a stage one application if the Great Yarmouth area is chosen. If we are not shortlisted at this stage, we will not be awarding a contract. Requirement: The Lead Partner Role The Voluntary Community Sector (VCS) organisation must have the potential to lead a partnership within the area across health agencies, the local authority and the community to develop strategies to strengthen early development, ensuring the best start and preventing later problems. We are now seeking to identify an organisation that can act as the lead for Fulfilling Lives: A Better Start and ensure that we are able to make the most of the opportunities that this Big Lottery funding provides. There are criteria required of a lead provider are: 1. You must be a Voluntary and Community Sector Organisation. 2. You must have a successful record of delivering initiatives with significant funding involved. 3. You must have a successful record of working within Norfolk 4. You must have experience of working with and supporting families including 0 to 3 year olds 5. You must have a successful record of partnership working 6. You must have previous experience of a lead partner role 7. You must have the organisational capability to deliver a significant programme including: – effective systems and processes covering Finance, HR, Project Management, negotiation skills, bid writing experience, sound financial stability – ability to deliver the programme with low overheads costs It is anticipated that due diligence processes will be undertaken with the successful organisation before any contract is awarded. 8. You must have credibility with Norfolk and the Big Lottery 9. You must have the ability to hit the ground running and deliver outcomes quickly and consistently.
