The Prince’s Trust Enterprise Programme Evaluation (WEFO Funded)

Description of the goods or services required

The Prince’s Trust is calling for proposals to evaluate the Enterprise Programme in Wales, which is in large funded by the Welsh European Funding Office (WEFO). WEFO has provided ESF funds to the Prince’s Trust Enterprise programme since April 2008. WEFO provides funding to the programme through two separate funding contracts, one to cover Competitiveness areas and one to cover Convergence areas of Wales.

The Prince’s Trust is commissioning an evaluation to provide evidence of outcomes for The Prince’s Trust and WEFO. As the programme model changed fundamentally in 2009 and has now been running for a couple of years, this study is being commissioned to ensure the sustainability of the Enterprise Programme and effectively evaluate how it is working.

The evaluation will comprise of:

• a process evaluation to evaluate the effectiveness of the implementation of the new programme model and identify learning for future development; and

• an outcomes evaluation to explore and understand the outcomes for young people achieved by the programme in Wales.

Evaluation aims

The evaluation aims to:

• identify good practice, areas for improvement and learning to inform any future developments of the programme;

• provide evidence for The Trust of the outcomes achieved for young people.

Evaluation objectives

We expect the research to address the objectives outlined below. This list is not exhaustive and additional or alternative areas can be considered in proposals. The full WEFO project Business Plan will be made available to whoever is awarded this tender.

Total quantity or scope of tender

Two Separate reports will be required, one for the WEFO Competitiveness contract and one for the WEFO Convergence contract.

We would expect the final report to address each of the evaluation questions, and include recommendations for policy and practice to inform the further development of the programme.

 

Key outputs for the project will be as follows.

– Draft report

– Final report

– Executive summary

Regular progress updates of progress against plan will be required; these can be a mix of meetings, telephone calls and email. The frequency of progress reporting will be agreed at the evaluation inception meeting, which will take place shortly after the selected evaluation provider is commissioned.

The budget available for the completion of both reports is a total of £20,000. This includes all fees, costs (including participant incentives), VAT and expenses.
