It is a requirement of the Tender that the selected Suppliers will extend the terms to all eligible Institutions and Consortia, as defined by the CPC including Further Education institutions, Sixth Forms, Academies, Schools, Museums and other similar organisations. The tender and subsequent framework will also be available to the WFEPC (Welsh Further Education Purchasing Consortium http://www.wfepc.com/english/). The tender and subsequent framework will be made available to NWUPC (North Western Universities Purchasing Consortium) http://www.nwupc.ac.uk and its members, they have not committed to use the framework, but may wish to access it in the future, other Higher Education institutions may directly use the framework through CPC as a single contract member or potentially via other Consortia if they wish to participate and it is agreed with CPC and awarded suppliers. The CPC reserves the right during the period of this agreement to make additions to or subtractions from the list of participating Institutions and Consortia.
The framework agreement is let on behalf of Crescent Purchasing Consortium Members. We are also working with Dukefield Limited who will make the framework available through NPG – Northern Procurement Group Limited, therefore the framework will also be open for use by all other public sector contracting authorities (as defined in Article 1 (9) of Directive 2004/18/EC and implemented by Regulation 3 of the Public Contract Regulations 2006) or their agents.
These include but are not limited to central government departments and their agencies, Non-Departmental Public Bodies (NDPBs), NHS bodies (including, acute trusts, ambulance trusts, primary care trusts, care trusts, NHS hospital trusts, strategic health authorities, mental health trusts, special health authorities), Local Authorities (as defined in Regulation 3 (2) to (5) of the Public Contracts Regulations 2006 (“the Regulations”), Police Authorities (as defined by Regulation 3 (1) (j) to (p) of the Regulations), Emergency Services, Educational Establishment (including Schools, Universities, Academies, Colleges of Further Education) and Registered Social Landlords who have a need to purchase these services. Objective criteria for choosing the limited number of candidates: Maximum of 15 suppliers per lot will be invited to the tender stage.
Additional information about electronic auction: An electronic auction is not being used for this tender process but CPC members may wish to utilise E-Auctions during the further competition stage of the supplier selection process.
