The Council is looking to appoint a range of providers or a consortium of providers, to deliver the printing services specified within the lots. The Council would also welcome bids from organisations working in partnership with each other, to deliver high-quality services to meet the needs of the Council.
Work will range in nature from simple forms and one- or two-colour leaflets to full colour brochures and promotional signage.
All providers will be appointed on a ‘no commitment’ basis – i.e. the Council will not offer minimum volumes of work. However, it is anticipated that all printing required by the Council and within the named lots will be purchased only from providers included on this Framework Agreement.
This contract is for four years with no option to extend. It shall commence on 1.3.2014.

(a) is bankrupt or is being wound up, where his affairs are being administered by the court, where he has entered into an arrangement with creditors, where he has suspended business activities or is in any analogous situation arising from a similar procedure under national laws and regulations;

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: The Authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the Framework Agreement is communicated to tenderers. Potential Providers who are unsuccessful shall be informed by the Authority as soon as possible after the decision has been made as to the reasons why such Potential Providers were unsuccessful. If any appeal regarding the award of the Framework Agreement is not successfully resolved, The Public Contracts Regulations 2006 (SI 2006 No. 5) provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. Where a Framework Agreement has not been entered into, the Court may order the setting aside of the award decision or order the Contracting Authority to amend any document and may award damages. If the Framework Agreement has been entered into the Court may, depending on the circumstances, award damages, make a declaration of ineffectiveness, order the Contracting Authority to pay a fine, and/or order that the duration of the Framework Agreement be shortened. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to set aside the award decision before the Framework Agreement is entered into.
