2 The Contracting Authority is seeking in this procurement to select a long term strategic property partner to:
(a) develop and/or procure the development of the site of the Old St Mary’s Hospital (the Sample Site) into modern business space for science, research and innovation, and for bio and medical technology companies, or such other uses as the Contracting Authority may specify; and
(b) manage and operate, or procure the management and operation of, the Sample Site on terms to be specified by the Contracting Authority (such management and operation to include lettings),
(the Sample Scheme);
(c) develop and/or procure the development of sites owned or to be owned by the Contracting Authority including but not limited to sites referred to at paragraph 1.6 and 1.7 of the Pre-Qualification Questionnaire (PQQ) (as the Contracting Authority may identify and determine from time to time) (the Non Sample Sites) in accordance with a Strategic Partnering Agreement (or similar contractual agreement) to be entered into by the Contracting Authority and the strategic property partner;
(d) manage and operate, or procure the management and operation of the Non Sample Sites on terms to be specified by the Contracting Authority (such management and operation to include lettings),
(Non-Sample Schemes); and
(e) provide and/or procure the provision of a wide range of strategic partnering services (Partnering Services), which will include but which shall not be limited to the following services:
(i) Estate Planning and redevelopment – such services shall include but shall not be limited to:
(A) General estate planning services;
(B) Property development and disposal management; and
(C) Infrastructure and utilities planning;
(ii) Supply chain management – as part of any redevelopments, the strategic property partner will be required to procure such services required to facilitate and deliver new schemes, which shall include but shall not be limited to:
(A) Multi-disciplinary design and engineering services;
(B) Architecture;
(C) structural engineering;
(D) mechanical and electrical design;
(E) Interior design and space planning;
(F) Building acoustic; and
(G) Renewable energy and sustainability;
(iii) Cost and Project Management – such services shall include but shall not be limited to:
(A) Project, programme and framework management;
(B) Cost Management; and
(C) Budget setting; and
(iv) Strategic Consultancy Services – such services shall include strategic consultancy services relating to the Contracting Authority’s estate, including without limitation the interface between its estate and the Contracting Authority’s clinical, research and training activities, not being services falling into one of the named categories of services at paragraphs (e).
3 Such Partnering Services may be required to be delivered in relation to the Sample Scheme, the Non Sample Schemes and/or other schemes and projects as the Contracting Authority may identify and determine (the Partnering Services).
4 It is envisaged that the strategic partner may be required to acquire Sample Sites and Non Sample Sites and own the same on lease or freehold arrangements, as the Contracting Authority may identify and determine.
